Funding EVVE: 2014

Background EVVE is a potential key service/product for NAPHSIS and the jurisdictions to help generate new revenue for us all The Board decided to allocate funds to develop and promote moving EVVE forward and expand its functionality Contract with Systems Made Simple for technical services: $ 148,000 (current contract ends in June; inclusion of enhancements to promote FOD query solution) Contract with Cognizant for marketing services: $ 229,000 (goals: increase volume of transactions; expand user base)

Board Decision Consulted with our accountant, considered options Decision: Secure a line of credit against our investment account for approximately $ 400,000 to cover EVVE related contracts and loan servicing (monthly payments) Investment account: $ 1,316,849 (4/30/2014) These allocations are preliminary and may change but are our best estimates at this time

General Loan Terms (to be finalized upon initiation of contracts) Balance: $ 400,000 3 to 5 year fixed loan Rate: currently 4.2% -5.0% Amortization: 10- 30 years Estimated monthly payments: $ 2100 - $ 4100 No prepayment penalty

Where We Need To Go Completing EVVE

Completing EVVE The 5 major components of EVVE: Birth Verifications Birth Certifications Death Verifications Death Certifications EVVE DMF – Fact of Death Queries Reminder: The Board has Approved the use of EVVE for administrative uses for private sector entities.

Completing EVVE We need EVVE to be OUR system that meets the needs of it’s customers, while generating revenue for the jurisdictions and NAPHSIS. Full Jurisdiction Participation - Birth Currently 52 of 57 jurisdictions have birth data Several jurisdictions don’t have all the data from 1945 to the present Some jurisdictions can’t do birth certifications Some won’t allow verifications to certain agencies

Completing EVVE Full Jurisdiction Participation - Death 35 of 57 jurisdictions have death data available But some don’t have data available back to 1979 NDI data should be available for states to get their EVVE death database up to date.

Completing EVVE Full Jurisdiction Participation – Fact of Death Only 22 of 57 jurisdictions are ready Have added the SSN/POB fields to their database This is the component with the most barriers: Allowing limited administrative querying for private sector users, such as pension plans and life insurance companies, is out of our norm. Necessary to be the DMF replacement State laws prohibiting disclosure need to be changed

Completing EVVE EVVE is our association system Funding still available through June 2015 to install EVVE in the jurisdictions. We need to stand together I.E. – SSA EAB Negotiations (45% increase for all) Our Solution vs. Gov’t Mandates or something else We don’t want to be forced to provide our data in a manner we don’t control. National Pricing Model – States all charging the same Fraud Prevention Tool – You don’t want to be a target

Revenue Example Birth Verifications for 2013 ~ $211,000 EVVE averages about 30,000 queries per month Examples: Large - $ 13,757.85 Medium - $ 5,130.00 Small - $ 787.50

Homework for the Annual Meeting We are not meeting our EVVE goals for various reasons, but now is the time to come together and make this work for all of us. We need the full backing of all the jurisdictions in order to market EVVE as the answer. We want you to get your EVVE juices flowing…

Homework for the Annual Meeting If your jurisdiction is not participating, why? EVVE needs to become a priority Legal issues? Then we need to look into changing those laws. How? Revenue issues? EVVE is a solution, not a hindrance. You saw the example! Technical issues? EVVE should be able to work with any database. Specifics? It is simply not that hard to install and configure Reminder: June 2015 funding deadline is fast approaching If your jurisdiction is participating, be prepared to offer ideas and assistance to your fellow jurisdictions. How you made it work in your state!
