Levels of Institutional Planning Strategic Level Strategic Directions Goals Strategies Operational Level Division-Level Plans Department-Level Plans Tactical Level Policies Procedures The current planning process is at the strategic level The word GOAL connotes specific achievement; a target reached or completed. The word STRATEGIC DIRECTION is slightly more general in connotation. A strategic direction helps set a course by giving a general direction, but does not usually contain the specifics regarding completion.

A plan for achieving something or reaching a goal, or the skill of making such plans.

Strategic Planning Example

Strategy and Goal Setting One of the outcomes of developing a viable strategy is defining goals. Without having clearly defined goals, you won’t be able to gauge progress and make adjustments. Many institutions confuse strategy with goal setting. They are not the same thing and it’s important to understand the difference between the two. STRATEGY is an exercise in problem solving. While the problem may be as varied as increasing enrollment or differentiating yourself from the competition, these are all problems that a well thought out strategy is focused on solving. GOALS that support the strategy are critical, but goals do not solve problems. The intent of goals is to measure of progress. Goals direct the strategy. Well written goals focus on activity and activity is not a strategy.

Strategic Issues Overview Responses from Strategic Issues exercise (including online) were placed into multiple categories. An draft Strategic Direction statement was developed for each category The Strategic Planning Committee validated these statements at their meeting on April 28, 2017 Responses are verbatim without editing Outcomes: 152 total written responses 56 participated in the open forums 30 completed the strategic issues exercise online

Strategic Directions A Strategic Direction is a key statement that propels an institution toward its intended goal Vision, mission, and strategic issues all contribute to the establishment of strategic direction statements.

Goal Framework A Goal Framework is one very simple way to break down complex ideas into goal statements. – it’s one way to develop meaningful goals Goal Setting Framework comes from the business discipline of Project Management We can borrow best practices and apply them to college planning Sample Goal: Over the next three years we will increase the number of students earning high-value credentials by 24% by redesigning our courses for 21st century learners and creating new programs that help drive the economic and social futures of our state.

Goal Categories Most Goals Include: People (board / staff / faculty / committees / relationships with partner organizations) Facilities / Infrastructure (buildings, equipment, wireless technology) Systems / Services (databases, programs, courses, degrees, etc.) Funding / Policies (things you need in place to make sure the goal is successful)  

Example of A College Goal Piedmont Virginia Community College GOAL: Increase overall Fall-to-Fall Retention to 60% by 2018 Strategies: Eliminate late registration and implement mandatory late start sessions (Systems, Policies) Implement mandatory new student orientation and advising sessions for recent high school graduates and adults (People and Systems) Create faculty workgroup focused on increasing faculty engagement with students through the creation of active learning spaces (People, Systems, Facilities) Purchase software to identify at-risk students. Fully implement a comprehensive intervention and student tracking system (Funding, People, Systems) Utilize predictive analytics to identify students who are at-risk of not completing their degree (Systems) Convene Student Success Task Force to develop strategies to enhance student retention and completion (People, Services)

Goal Framework Exercise Work in groups of five to six Review the strategic issues under each Strategic Direction statement Using the Strategic Issues handout, circle 8-12 statements, words or actions that should be part of a larger strategic planning goal for each Strategic Direction Statement Working with your group, decide on the top 5-6 statements, words or actions for each strategic direction Using the sticky notes, write one statement, word, or action on each page Paste sticky notes to relevant Strategic Directions on the wall by category.

Basic Ground Rules Be as concise as possible about your statements Goal Framework statements should not focus on individuals or a group of individuals Do not try to overanalyze or overthink the goal framework statements Everyone has a right to be treated with respect All points of view and opinions should be recognized
