Policy context Building a robust evidence base to guide policy and programming is a guiding principle of the strategy For whom and for what purpose? To build and share evidence on effective interventions internally and with partners To evaluate progress against the strategy and understand how we can better support implementation To communicate successes and areas for improvement

Key evaluative questions To what extent have our development efforts identified and addressed barriers to inclusion and opportunities for participation for people with disabilities? To what extent have our development efforts actively involved disabled peoples’ organisations in planning, implementing, monitoring and evaluating (recognising this improves participation amongst people with disabilities and enhances aid effectiveness)?

Sources of disability data in DFAT’s performance and quality system Aid Investments Aid Quality Checks (AQCs) Investment-level monitoring and evaluation frameworks and reporting Country and regional programs Aid Program Performance Reports (APPRs) Expenditure Operational and strategic evaluations

Strengthening disability performance and reporting in DFAT Encourage all DFAT investment M&E frameworks to include disability indicators (both qualitative and quantitative) and disability disaggregated data for both participation rates and outcomes Challenges Supporting DFAT investment managers to feel confident making a commitment to disaggregate data by disability and include qualitative and quantitative disability indicators Ensuring meaningful participation of people with disabilities and their representative organisations in all stages of the program cycle Reponses Disability-Inclusive Development Fund, providing financial and technical assistance to make investments more disability inclusive Office for Development Effectiveness (ODE) evaluation

Office for Development Effectiveness (ODE) evaluation ODE is conducting a strategic evaluation in 2016-17 to provide evidence needed to strengthen the capacity of the Australian aid program to support people with disabilities to enhance their quality of life. The strategic evaluation will take a phased approach: Progress in implementing the ‘Development for All’ strategy at the investment level across the Australian aid program Impact of Australian advocacy at the global level on disability inclusive development Detailed case studies of individual investments Consolidation of information and reports from the preceding phases into an overall evaluation report including recommendations
