Education Service Center-Region 19 2014-2015 Definition PPCD-SERVICE-LOCATION-CODE indicates whether or not the Preschool Program for Children with Disabilities (PPCD) student received their special education services in a regular early childhood program, which is defined as a program that is designed for typically developing children ages 3-5 and is not specifically or primarily designed for children with disabilities and includes (at the time of the placement decision) a majority of at least 50 percent of nondisabled children (i.e., children without an individualized education program (IEP)). The preschool special education service location code applies to all children with disabilities who are ages 3, 4 or 5 counted in the PEIMS fall snapshot date and meet the definition in the PEIMS Data Standards in which the preschool student, age three through five years old, is receiving any special education and related services from the LEA in any setting(s) or environment.. Regular Early Childhood Program For the purpose of the PPCD service location code, what is the definition of a regular early childhood program? A regular early childhood program includes a majority (at least 50%) of children without disabilities (i.e., children without IEP’s). A regular early childhood program may include, but is not limited to: Community-Based Preschool (3- Through 5-Year-Olds) District or Community Child Care Programs Head Start Programs Kindergarten Programs Prekindergarten Programs School-Based Preschool Education Service Center-Region 19 2014-2015

Less than 10 hours-At least 10 hours Does the “less than 10 hours” or “at least 10 hours” apply to the time a child spends in a regular early childhood program or the time the child spends in the special education program? The requirement of “at least 10 hours” or “less than 10 hours” per week pertains to the time the child is in attendance in a regular early childhood program. PPCD Service Location Code The PPCD service location codes 5, 6 and 8 use the term in some other location, what is the meaning of “some other location”? Some other location is referring to any location other than the regular early childhood education setting, such as a therapist room, a resource room, a self contained room, or a separate class designed for children with disabilities.
