Statutory Objective and Functions of BAI re Public Service Broadcasting Objective: to facilitate RTÉ and TG4 in fulfilling their statutory Public Service Objects Functions: generally concerned with: Transparency, accountability in use of public funding by RTÉ and TG4 Impact of their commercial/economic activities WWW.BAI.IE

Purpose of BAI Functions Activities designed to ensure: Efficient, Effective and Transparent use of Public Funding Public Funding used in pursuit of the Broadcasters’ Public Service Objects WWW.BAI.IE

BAI Regulatory Activities: RTÉ and TG4 Content: Monitoring of compliance with codes and rules; Complaints Remit and Financing: Annual statements of performance commitments Annual reviews of public funding and performance against commitments Five-year reviews of public funding Sectoral impact assessments of new services Related Economic Activities WWW.BAI.IE

Aim and Purpose of FIve-year Reviews of Public Funding Broadcasting Act 2009, Section 128 (8) and (9): Every five years, the Authority must carry out review on adequacy of public funding to enable PSBs to meet their public service objects Sets strategic context for future delivery of public service broadcasting Ensures PSBs’ continued relevance to Irish audiences Examines roles of PSBs in wider creative economy Assesses adequacy of current funding models and sustainability First Review completed in July 2013 Second Review commencing 2017 for completion Summer 2018 WWW.BAI.IE

BAI Five-year Review of Public Funding 2013 BAI recommendations: Greater level of public funding to RTÉ and TG4 to increase the range and level of culturally-relevant content for Irish Audiences in an evolving, challenging media environment Programme-related investment to be specified by each broadcaster Subject to conditions e.g. in case of RTÉ, full realisation of cost efficiencies; funding to be deployed to Independent Production sector to greatest extent possible WWW.BAI.IE
