Purposes Inventory – Document the role of ratepayer funded programs in helping to meet the energy needs of low-income households. Best Practices – Assess in what ways programs are effective in meeting their targeted goals and in what ways they could be improved. Research Framework – Identify information needs and serve as a foundation for research on program innovations. 4
