Mission 1: Medical Health Care – a Unique Insurance Model Beneficiaries : 10 lakh people of Pondicherry Partnership : Govt. + JIPMER + Corporate Hospitals + Insurance Premium : Rs. 5 per individual per month + Government contribution Rs.5 per person per month Govt. outlay will be Rs. 6 crore per year including health awareness education and ICT assisted medical advisory system) (Govt. is currently spending Rs. 100/ person/month) Benefits : Free – High Quality medical and surgical care to people. This model is working satisfactorily for 17 lakh people in Karnataka www.presidentofindia.nic.in

Mission 3: Bio-Fuel – Jatropha (Plantation to Production) 20,000 Acres waste land available in Pondicherry Multipurpose trees such as Jatropha can grow well on wastelands with little inputs, and reclaim it. Produces 15,000 of Bio-Fuel per year. Use it for Sea water desalination, automobiles, other agro-industrially useful by-products. Yields of up to 1000 plants per acre oilseeds possible under optimum conditions Use of Biodiesel is completely CO2 emission free; the CO2 fixed by the plantation could be used in emissions trading. Suggested Plan of Action (20,000 acres 50% of available Waste land) Jatropha Seed production – 60,000 T per year Bio-Fuel production – 15,000 T per year No. of Bio-Fuel Plants – 6 (P-2, K-2, M-1, Y-1) Size of Plant – 2500 T/year Capital investment – Rs 3.75 crore Value of Bio-Fuel output – Rs. 15 crore/year Employment potential – About 21,000 Critical use – Sea water Desalination using Bio-Fuel and automobiles If the potential is fully realized Pondicherry’s fresh water requirements up to 40 million liters per day Bio Diesel Unique opportunity Large employment Energy security Environmental friendly Need to start on commercial level and not pilot plants www.presidentofindia.nic.in

Mission 5: Integrated Water Management Plan for Pondicherry 20 year Integrated Water Management Plan Detailed Water Balance and Simulation studies – Current and Future demand/supply conditions Hydro-geological and land classification studies and data synthesis by GIS of Tamilnadu and Pondicherry needs to be integrated and predictions made Sea water ingress into fresh water aquifers in Pondicherry and Tamilnadu – to be 3D modeled and predictions to be made www.presidentofindia.nic.in
