Former Hospital Site Project Update

Where We Started South Central Lands Study approved by Council in 2013 after extensive public consultation Council approved in principle for former hospital site: Community centre Parkland Residential development Council also endorsed land use plans for Chisholm and Brantwood schools - now underway

2016 Key Actions Town took possession on March 30, 2016 Completed multiple studies and assessments including: Designated Substance Survey Environmental impact study on chimney swifts Structural assessments of parking garage and former Oakville Trafalgar high school Environment Site assessment Local traffic and parking studies Demolition and remediation studies Town and LHIN signed MOU LHIN begins demographic and needs assessment Community Engagement Ongoing communication with residents and stakeholders on site activities June: On-Street Parking Study December: Annual Open House and community centre and park consultation sessions

What We’ve Learned Multiple Studies: Community centre amenity needs identified through Parks, Recreation, Libraries Master Plan and community consultation Environmental assessments completed Soil contamination identified, mitigation plans developed Some asbestos in building, mitigation plan developed Parking garage is sound and can stay Heritage high school building is sound and can stay Chimney swift habitat must be maintained on site Require parking and easements for Wyndham Manor Preliminary costing upwards of $45 million

What We’ve Learned Public Feedback: More than 400 contributions and 700 Recommendations Overall site plan feedback: maximize and ensure connectivity of green space, investigate potential for seniors housing, residential development should reflect the character of neighbourhood Community centre amenities requested include: fitness centre, walking track, large accessible multi-use rooms, gymnasium aquatic centre, use of natural light, comfortable seating and spaces to socialize, First Nations space Programming needs identified include: accessible and inclusive programming for all ages, arts and culture activities, yoga, Tai Chi, badminton, pickle-ball, Park amenities identified include: outdoor “bumping space”, play structure, splash pad, community event space, outdoor ice rink, skateboard park, community garden

Special Meeting of Council May 2 Staff will report to Council on: Parks, Recreation, Libraries Master Plan Update Recommended community centre program amenities based on master plan and community consultation Table additional site master plan options to reflect what we’ve learned since 2013 plan approved in principle Public meetings in May/June to receive feedback on master plan options Return to Council for approval of site master plan in June Approval required by June to begin tendering process to meet Fall 2020 opening timeline

Demolition Timeline March - April Report to Administrative Services Committee last night Report to Council on April 3 April – May 2017: Contract Tender Issue tender to pre-qualified contractors Specifications include best management practices for site maintenance and fencing, and mitigation of noise, vibration, traffic, dust June – July 2017: Contractor to mobilize on site Install noise barrier fencing, start staging equipment Contractor applies for demolition permit August 2017 – June 2018 : Abatement, Demolition and Site Remediation Abatement prior to demolition Demolition of building and site remediation as required

New Downtown Timeline Approved In 2016, JCRA and other community groups met with Mayor Burton to provide input on the downtown plan In November 2016, Council approved updated Downtown Plan timeline for cultural hub and transportation and streetscape projects Key elements of the plan are reflected in the Downtown Oakville project timeline handout

2016 Completed Downtown Cultural Hub Public opinion survey Student ambassadors Cultural connections programming Market moved to George Street Workshop and consultations regarding interim use of the Post Office building

2016 Completed Official Plan (OP) Review Public consultation – Urban Structure Review Employment and Commercial Review Downtown Oakville Growth Area Review

2017 Initiatives Completed Navy Street two-way conversion New pedestrian safety crossover installed on Navy Street Furniture and Streetscape selection approved by Council Construction mitigation strategy framework approved by Council, further report in 2018 on final strategy

2017 Initiatives Underway or Planned Lakeshore Bridge Reconstruction Potential Innovation Hub in Old Post Office Storefront Office in Old Post Office Potential pilot project in Tannery Park to assist in developing options for a new waterside gathering place Theatre and Library feasibility studies Council report on Downtown OP Amendments Ongoing Patio Pilot Project and Cultural Connections
