Agency ESA, version 1, Date 6 June 2016 Coordination Group for Meteorological Satellites - CGMS Climate Architecture The document outlines a strategy for an international architecture that ensures delivery of satellite observations for climate monitoring from space over the time frames required for analysis of the Earth’s climate system. Produced by CEOS-CGMS-WMO, it has been issued in The implementation starts with an ECV Inventory, including balance of past/current and future datasets. An approach for analysis of the data is being prepared. Other activities to be started include Case Studies and Macroscale space system requirements.

Agency ESA, version 1, Date 6 June 2016 Coordination Group for Meteorological Satellites - CGMS ECV Inventory Development The objectives associated with ECV Inventory development are intrinsic to the fulfilment of the core objectives assigned to WGClimate in its Terms of Reference, and form a pivotal asset in the implementation of the Climate Monitoring Architecture. The activity is predicated on the concept of the “Inventory Development Cycle”. Each WGClimate Chair has the objective of completing one inventory development cycle within their respective terms, with each development cycle corresponding to a series of CMRS actions, leading to a baseline version of the ECV Inventory.

Agency ESA, version 1, Date 6 June 2016 Coordination Group for Meteorological Satellites - CGMS Experiences with ECV Inventory Collection, Assessment, Gap Analysis and Action Plan Cycle ECV Inventory is the principle activity of WGClimate to capture the physical architecture of climate observing systems Each step was an opportunity to develop further Best Practices. ECV Inventory data call was interpreted differently by different agencies and participation varied. Reference Assessment scored ECV inventory answers against GCOS data set guidelines. High-Definition Gap Analysis considered gaps spanning 41 conditions. Mitigation Plan and actions are very difficult to develop and needs harmonization with GCOS responsibilities.

Agency ESA, version 1, Date 6 June 2016 Coordination Group for Meteorological Satellites - CGMS Status regarding HLPP 5.1 Advancing the architecture for climate monitoring from space Status of implementation as of CGMS-44, June Establish first version of ECV Inventory (CMRS-1)  The first version of the Inventory had been hosted by NASA and is publically available under and was used to perform the first gap analysis. The quality control of the first version was attempted but let only to marginally improvements to the usability of Inventory for gap analysis.  Lessons learnt were leading to an improved process for a more complete and correct population of the ECV Inventory for Cycle #2 (see Action ) Establish initial ECV Gap Analysis (CMRS-2)  An ECV inventory reference assessment was performed, analyzing the compliance of ECV Inventory entries with the GCOS guidelines.  Initial ECV high-definition Gap Analysis was completed for a few selected ECVs spanning GCOS atmospheric, oceanic and terrestrial domains. This was presented to CEOS Plenary in  Lessons learnt were leading to a formal description of the gap analysis process for Cycle #2 (see Action ) Define Action plan for delivering further Climate Data Records in response to initial gap analysis (CMRS-3)  The results of the first gap analysis were not substantial enough to derive a complete action plan.  Lessons learnt were leading to an improved linkage from the formal description of the gap analysis process that will contain recommendations for actions directly usable to define an Action plan for Cycle #2 (see Action ).

Agency ESA, version 1, Date 6 June 2016 Coordination Group for Meteorological Satellites - CGMS 5.1 Advancing the architecture for climate monitoring from space Status of implementation as of CGMS-44, June Perform case studies linking CDRs to societal applications and informed policy decisions (CMRS-4)  This action is completed, the report has been published by WMO and is available under:  Based on the results of the report there a need to support downstream users in formulating their needs towards the availability of climate data records was identified. WGClimate plans to support a workshop in 2017/2018 that fosters the formulation of requirements for applications associated with the architecture.  WGClimate discussed at its meeting in March 2016 to continue case studies aiming at another report for Respond (via CEOS) to the GCOS IP and Satellite Supplement for submission (via GCOS) to COP-21  The update of the GCOS IP including an appended Satellite Supplement is still ongoing. The chair of the WGClimate is supporting the writing team as necessary. The GCOS-IP will become available for review in summer  A formal response of WGClimate to the updated GCOS-IP is planned for late Report to UNFCCC Subsidiary Body for Scientific and Technological Advice- Research and Systematic Observation (SBSTA-RSO) (CMRS-10)  The WGClimate Chair submitted a report to SBSTA-43 in time for recognition at COP-21. The report was well received and mentioned in SBSTA’s report to COP-21. The report included two specific aspects of WGClimate work: 1) ECV inventory reference assessment, gap analysis, and recommendations and 2)2) summary of Climate Monitoring Architecture Climate Services Case Studies (Action 5.1.4).

Agency ESA, version 1, Date 6 June 2016 Coordination Group for Meteorological Satellites - CGMS 5.1 Advancing the architecture for climate monitoring from space Status of implementation as of CGMS-44, June Assess the feasibility of incorporating in situ data holdings within the ECV inventory (CMRS-8) Propose to delete this Action as it is not within the remit of WGClimate  The ECV questionnaire used in Cycle#1 was forwarded to the in situ community via the WCRP Data Advisory Council (WDAC). With this the action is considered to be completed.  The 5th WDAC meeting in April 2016 has revealed that there has been not much progress on the in situ community side but this is outside the mandate of WGClimate. Nevertheless the offer to also provide the updated questionnaire that will be used in Cycle#2 was given at the 5th WDAC meeting Update ECV Inventory, Gap Analysis and Action Plan (CMRS-9) See next slide Contribute to the Global Framework for Climate Services The contribution of the WGClimate to the GFCS is through the implementation of the architecture for climate monitoring from space. Two specific items contribute directly:  The case studies report may help GFCS to better understand the methodology of how satellite are being used in studies supporting societal applications and informing policy making. Such a better understanding could be used to formulate successful projects in the future.  The ECV Inventory will allow active GFCS projects to quickly analyze the availability of needed climate data records. This includes also the planned data records sections of the Inventory that can support planning of GFCS projects.

Agency ESA, version 1, Date 6 June 2016 Coordination Group for Meteorological Satellites - CGMS 5.1 Advancing the architecture for climate monitoring from space Status of implementation as of CGMS-44, June Update ECV Inventory, Gap Analysis and Action Plan (CMRS-9)  The ECV inventory activities are cyclical and directly linked to the three main objectives of WGClimate. The intent is to request additional input and provide an updated assessment, gap analysis, and report to CEOS and CGMS once every 2 years, synchronized with WGClimate Chair term.  WGClimate has endorsed a 4-year action plan covering the Cycles #2 ( ) and #3 ( ) at the 6 th WGClimate meeting in March  In preparation of Cycle #2 the Working Group decided to transfer and maintain the Inventory in the future at EUMETSAT with funding provided by the EC. The transfer was realized in July  Based on the new 4-year work plan the Inventory has technically been integrated into the EUMETSAT infrastructure and linked with the new WGClimate developed and maintained by ESA.  In preparation of the update of the Inventory content a new questionnaire guide has been released by WGClimate in March 2016 and will be used to guide the responders to the questionnaire.  The population is planned to be finalized by November 2016 including quality analysis. This and this second version is planned to be published in early  In preparation of Cycle #2, a reference gap analysis has been defined, documented, and released by the WGClimate in March This process foresees the formulation of recommendations that can be used to formulate the needed action plan.  The Cycle#2 gap analysis is planned for November 2016 to March  For Cylce#2 the Action plan will be based on recommendations from the gap analysis report. The Action plan will be drafted in summer 2017.
