\ GENERAL DIRECTORATE OF MILITARY COOPERATION AND PEACEKEEPING OPERATIONS OF THE GENERAL STAFF OF THE ARMED FORCES OF UKRAINE Briefing on the Situation in the South-East of Ukraine (17 – ) 1

Highlights over Situation in Ukraine “DNR/LNR” leadership controlled by Kremlin has been activating public outreach activity in the countries of Europe directed at discrediting of Ukrainian authority. In the framework of preparation to the 17-th Trade Union World Congress (5-8 October, 2016, RSA) there was the meeting conducted of European regional office of the World federation of trade unions in Vienna with the participation of “LNR” representative A.KOCHETOV. A.KOCHETOV used this meeting in order to accuse the UAF of “killing peaceful civilians of the East of Ukraine” with the support of the USA and EU, as well as Ukrainian authority – in conducting of the “civil war against its own population”. According to his words, “the idea of the creation of NOVOROSIYA in a component of 8 eastern and southern Ukrainian regions and TRANSNISTRIA is still alive”, and “LNR/DNR” will never exist as one country with Ukraine and are oriented on Russia”. Highlights in the occupied territories of Ukraine On the background of the increase by 10–15% of rates on fee for communal services the purchase capacity of the Crimean population has been decreased. Such situation appeared as the result of the delay of salary payment (from 2 to 3 months), inflation increase as well as gradual rising cost on foodstuffs. At the same time according to the statement of the “Minister of transport of the Crimea” A.BEZSALOV, nowadays there is no money for reconstruction of the part of the motorway SIMFEROPOL-KERCH (approx. 50 km). The demonstration of low efficiency of Kremlin measures regarding the legal field of temporary occupied Crimea integration into Russia was the adoption by the RF STATE DUMA the bill On prolongation of transitional period legal framework for the peninsula till 1 January, This bill concerns property, municipal, forestry legal relations as well as relations in the domain of property cadastral registration and state registration of rights on real estate. Relations inside the Relations inside the Commonwealth of Independent States Recently the leadership of these countries has avoided the participation in the activities of the CIS countries because of the Kremlin’s attempts to impose their own approaches to the development of this regional organization, and efforts of the Russian Federation to involve organization in opposition to the US and EU. Documents approved according to the event results, besides the joint military actions plan for 2017, were ceremonial by their nature and their implementation for short-term perspective is considered quite doubtful in view of CIS countries economic crisis escalation.

ATO AREA SITUATION The main enemy efforts concentration area with the purpose of forcing out ATO units and capture more favourable position remains AVDIYIVKA, "SVETLODARSK VYSTUP" (particularly the north-western and western outskirts of GORLIVKA), western suburbs of DONETSK and MARINKA. On the background of rapid aggravation of the situation on the line of engagement the adversary conducts active measures on combat intelligence and objects defining to destruct them in the tactical depth of our defence. In order to perform reconnaissance tasks the leadership of the Russian occupying forces continues to involve sabotage groups, UAVs, electronic warfare units. Main efforts are aimed at clarifying the operational environment near the line of engagement and places of reserve ATO troop’s concentration (rotary actions). The adversary is preparing for remote routes mining and ATO forces positions by means of UAV (quadrotor type).

ATO AREA SITUATION Main aspects of adversary combat actions stepping-up: - RF AF Assessment Committee arrival to DONETSK city (19th June), among the list of delegation – Colonel-General LENTSOV O, Deputy RF AF Land Forces Commander and Lieutenant-General GURULIOV A., 58th Army Commander, Southern MD. - deregulation of artillery systems and mortars usage ban by the 1 AC towards ATO formations; - integrated and intensive use of adversary means of fire destruction. 1 AC tactical groups reinforcement, the main directions are – AVDEEVKA, KRASNOGOROVKA, MARYINKA; - reconnaissance activity on the main directions – MAYORSK, ZAITSEVE, AVDEEVKA, KRASNOGOROVKA, MARYINKA AND NOVOTROITSKE (by means of regular RF recce troops involvement); - ammunition, fuel and lubricants upload of 1 AC tank and artillery troops; hospitals arrangement for wounded admission.

CONCLUSIONS RESULTING FROM THE SITUATION WITHIN THE CONTEXT OF RUSSIAN-UKRAINIAN CONFLICT A key factor in determining the military-political situation around Ukraine is a continuous Russia’s trying to take back Ukraine in its sphere of influence by all possible means, including armed aggression. Prime Putin’s intentions towards Ukraine have not changed and include: - maintaining tension alongside the line of separation and destabilizing other regions with the aim of forcing Ukrainian authorities to the Russian conditions on conflict "settlement"; - harassing Ukrainian economic potential and creating favorable conditions for pro-Russians taking power; - Ukraine discrediting in the international community; - forcing the western countries to resume the dialogue with Russia and economic sanctions regime cancel.
