Outcomes of 17th Congress (May 2015) New Secretary-general: Prof. Petteri Taalas Strategic Plan / High level objectives – Impact-based forecasts and multi-hazard early warnings of environmental hazards – Global Framework for Climate Services (GFCS) – WIGOS and WIS for standardized, integrated, and quality assured observations – High-quality services in support of air traffic management, – Operational monitoring and prediction in polar and high mountain regions – Human resource, capacities and infrastructure, – Improve efficiency and effectiveness of WMO – … GSICS-EP-17, Biot, 2-3 June 20162

WIGOS update WIGOS Manual (WMO No. 1160): Calibration and traceability (§4.3.1)WMO No – Satellite operators shall perform a detailed instrument characterization before launch. – After launch, satellite operators shall calibrate all instruments on a routine basis against reference instruments or calibration targets. – Satellite operators shall ensure traceability to the International System of Units (SI) standards – To ensure traceability to the International System of Units (SI) standards, satellite operators shall define a range of ground-based reference targets for calibration purposes WIGOS Space 2040 workshop (18-20 Nov 2015) WIGOS Space 2040 workshop – Traceability and quality issues : «SI Traceability and accuracy in orbit must replace stability and overlap as primary source of confidence in climate observations” Traceability and quality Draft Vision of space-based observing system in 2040 – CGMS-44 WMO-WP-01 – Discussed at item #12 GSICS-EP-17, Biot, 2-3 June 20163

WIGOS (Cont’d) OSCAR/Surface inaugurated in May 2016 OSCAR/Space V2.0 undergoing betatesting OSCAR/Space V2.0 – Links to «landing pages» with sensor status & calibration – For the Gap analysis, the evaluation of measurements is based on «Expert rules» applying to sensor specifications – Possibility to define an «intercalibration mission» and define rules (specifications) for sensors to be recognized as reference. Space weather – Cg-17 decided to embark in space weather – Space weather observations to be integrated into WIGOS – Four-year plan submitted to the EC-68 for adoption – The plan mentions intercalibration of space weather sensors (to be considered within GSICS and/or in GSICS-like project) GSICS-EP-17, Biot, 2-3 June 20164
