Goal 2 (2) Three project proposals were developed: Prevention and early detection of HIV among MSM in Northern Dimension Area; Building capacity in prevention of HIV and associated infections among youth at high risk; A framework programme Strengthening prevention of the spread of and reduction of impacts of HIV/AIDS and associated infections in the Baltic Sea Region by joint international activities.

Goal 2 (3) NGO Forum on HIV and Tuberculosis in St. Petersburg on November, 2012, organised together with: – HIV/AIDS/AI EG and Barents HIV/AIDS Programme – Nordic Council of Ministers Information Office in St. Petersburg – Regional NGO “Stellit” – Consulate General of Finland, St. Petersburg – Drug Abuse Prevention Center, St. Petersburg – UNAIDS Regional Support Team, Moscow – Barents Tuberculosis Programme

NGO Forum on HIV and Tuberculosis 2 – expected about 40 participants, realized about 80 – approach: participatory working groups – results: 23 new project topics, reflecting underlying problems and needs – impact: feed-back was integrated into the internal strategic analysis (“Action Plan”) of the EG

NGO Forum on HIV and Tuberculosis 3 CONCLUSIONS: Epidemiological situation continuously difficult HIV is still spreading in Eastern Europe and Central Asia Remarkable differences between Russia – Baltic Countries – Nordic Countries HIV-TB double infection is increasing MDR TB is increasing Not enough information about the situation among MSM within the Northern Dimension Partnership Area “Most at risk” –groups need much attention New innovative solutions are needed to sustain international collaboration with NGOs through the current difficult period concerning changes in funding and legislative context

Goal 3: Social and health care for HIV infected individuals in the ND area is integrated  Review on the best practices concerning integration of health and social services for HIV infected prepared, published in:

Probably will not be implemented by the end of 2013 Operational target 2.3: A review of best practices documents covering the above-mentioned goal, to be used in further local or regional projects, is developed. The document will: (i) collect and disseminate the best practices on effective comprehensive HIV/AIDS prevention interventions and MDR TB management, (ii) evaluate and compare various intervention strategies feasible for the NDPHS region, and (iii) document and share research and evaluation results. – Financing? – Resources to apply?

Development of internal Strategy and Action Plan for the EG HIV/AIDS & AI Finalised after the NGO Forum – Importance of the “management component” – Selection of priorities for provision of technical support – Making use of Logical Framework matrix – Development of projects – if funding is available! – To be used while considering revision of NDPHS strategy for period after 2013

Regular EG meeting Tallinn 28 February previous day: planning team meeting for the PAC Side Event, its objective, contents and statement discussions on project development, based on the conclusions of the Action Plan concluded that we should focus more on advisory and policy development support functions

Challenges Several traditional funding sources vanished – E. g. Finnish financing for neighbouring area collaboration Where to find ”own input” demanded in EU projects? How to find new possibilities for collaboration when financing is scarce?
