God promises growth in spite of that-- If we are obedient to sow the seed, He will take care of the growth (Parable of the Growing Seed). Even if there is a LOT of rocky soil, achieving 7% in 25 years requires only a FEASIBLE and COMFORTABLE witness from each Christian.
