ARIN Update John Curran President and CEO, ARIN

2016 Focus IPv4 to IPv6 Transition Awareness – Targeting ISPs and Content Providers Continued enhancements to ARIN Online – User interface improvements based on user feedback Focus on community suggested high impact software development projects Continued participation in Internet Governance forums Participation in IANA stewardship transition discussions Customer service improvements based on feedback and repeat customer satisfaction survey 2

IPv4 Depletion Status Available pool of IPv4 addresses depleted on 24 Sept 2015 Post IPv4 depletion options – IPv4 Waiting List (for Unmet Requests) – IPv4 Transfer Market Specified Transfer Listing Service (STLS) – Dedicated IPv4 block to facilitate IPv6 deployment – Adopt IPv6 3

Post-IPv4 Depletion Observations The need for IPv4 is still great – More people seeking IPv4 space in the transfer market – Increase in specified and inter-rir transfers Seeing more attempted hijackings (mostly legacy space) – Important to keep resource and POC records up to date Starting to get more requests for /24s from the /10 block reserved for IPv6 deployment Hearing lots of questions and confusion around transfers, waiting list, pre-approvals and STLS

Specified (8.3) and Inter-RIR Transfers (8.4) 5

ISP Members with IPv4 and IPv6 5,284 total members as of 31 January

Operational Improvements Fully integrating transfers within ARIN Online – Inter-RIR transfers (NRPM Policy 8.4) Outbound is done Inbound is underway Developing a web-based system for easier reassignment entry via ARIN Online Community suggestions being implemented 7

Policy Proposals 8 Implemented last week: ARIN : Modification to Criteria for IPv6 Initial End-User Assignments (minimum of 13 sites will qualify for at least a /40) ARIN : Modify 8.2 section to better reflect how ARIN handles reorganizations Under discussion: ARIN : Modify 8.4 (Inter-RIR Transfers to Specified Recipients) ARIN : Remove 30 day utilization requirement in end-user IPv4 policy ARIN : Out of region use ARIN : Transfers and Multi-national Networks ARIN : Simplified requirements for demonstrated need for IPv4 transfers ARIN : Eliminating needs-based evaluation for Section 8.2, 8.3, and 8.4 transfers of IPv4 netblocks ARIN : Remove transfer language which only applied pre-exhaustion of IPv4 pool
