All seven workstreams agreed with EIM and CER Agreed to prioritise A - Market Strategies B – Long term Funding E – Contracting Strategies Of which A would be first Post-Innotrack: A reminder (2) EFRTC GM, Florence

Remit WS A, led by EIM/Network Rail Criteria for IMs to assess the benefits/disbenefits of contracting in or contracting out Start February 09, very intensive work in the first stage - three meetings held between February and June 2009 In the first stage, 1st questionnaire was drafted, circulated to IMs and responses evaluated Meeting finalizing first stage was very good - strong EFRTC representation - reasonable IM representation - very proactive Network Rail participation - reasonably clear set of actions, objectives and programme Joint Market Strategy WG - (1) EFRTC GM, Florence

Joint Market Strategy WG - (2) 2nd half 2009 major constraints in resources, work stagnation After a critical period in Autumn 2009 (as reported at GM in Berlin) significant progress was made at a meeting in London in April 2010 Results of the 2 nd questionnaire discussed in detail and agreement reached on their presentation First draft report entitled “Guidelines for –out, in- sourcing of track maintenance and renewal” reviewed Actions agreed to complete final draft report EFRTC GM, Florence

The questionnaires addressed: What criteria/performance measures IMs use for decision-making on in- and out-sourcing What criteria IMs use for assessing performance of contractors and in-house teams The views of IMs and contractors on principles and behaviours that add value and that damage value to the interaction between them Good coverage – 10 contractors, 16 IMs And the results have helped lead to: Market Strategy WG – (3) EFRTC GM, Florence

Structure of the Final Report: Part 1 - Decision making criteria used by Infrastructure Managers Part 2 - Understanding the importance of behaviour Part 3 – Catalogue of best practice examples Joint Market Strategy WG – (4) EFRTC GM, Florence

EFRTC Board meeting September reviewed contractors’ engagement in Workstream B – Long Term Funding Important to help IMs sustain the case But most effort would be required from IMs Reluctant to commit further until position of EIM under new managment clarified Similar view re Workstream E, though to be led by EFRTC Progress since June (2) EFRTC GM, Florence

Meeting held November, Brussels, with new EIM Director Hendrik Abma and team EFRTC represented by JNC, LF, IK Clear recognition of commonality of goals Very constructive discussion Progress since June (3) EFRTC GM, Florence

Workstream B – Long Term Funding: Common person-specification to be agreed between EFRTC, EIM, CER Volunteers then to be sought, probably from same pool as Workstream A Work then to be launched ASAP, Workstream A hopefully having completed in the meantime Workstream E – Contract Strategy: EFRTC draft remit for E tabled; to be reviewed by EIM and CER Volunteers then to be sought EcoSoc paper on construction sector relevant Administrative arrangements to be reviewed Way forward agreed EFRTC GM, Florence
