Aims Explore provision of services currently to support vulnerable children and young people. To better understand the policy and practice challenges and opportunities for the development and sustainability of services to support different vulnerable groups of children and young people.

Over 11 million children under 18 in England. 3.7 million children living in poverty in the UK in – 28% of children or 9 in a classroom of 30. Over 390,000 children received support from children’s services in England in March children in care. Over 49,000 children in England were identified as needing protection from abuse last year.

10% of NEETs Disengaged and Disappeared 622,000 young people aged were unemployed in October - December 2015 Factors Affecting Disengagement: o Attendance through Year 11 – less than 90% o Exclusion in Year 11 o Individual circumstances eg Pregnancy, Teenage Parent, Substance misuse o Left school to Home Education in Year 11 o No Fixed Abode o No Year 11 intended destination or offer of learning o No Year 12 offer of learning

70% of children and young people who experience a mental health problem have not had appropriate interventions at a sufficiently early age. Mental health problems affect about 1 in 10 children and young people including depression, anxiety and conduct disorder, self harm.

53,590 households in England were accepted as being statutorily homeless in ,000 houses completed in 2015 At the end of June, 66,980 individuals or families were registered as having no home of their own 99,080 children were among those living in temporary accommodation Houses built across the UK fell from 378,000 in financial year 1969/70 to 141,000 in 2013/14

Child poverty has long-lasting effects. By GCSE, there is a 28 per cent gap between children receiving free school meals and their wealthier peers in terms of the number achieving at least 5 A*-C GCSE grades Up to 34,000 children and young people home educated 5,000 students permanently excluded in 2013 /14 (6 in every 10,000) Children who have a statement of special educational needs are significantly more likely to be excluded from school than those without. Only 15% of looked after children achieved at least 5 grades A*-C at GCSE, compared to 70% off all school children 85 child and young people’s deaths through abuse or neglect each year.

606,000 sanctions were given to claimants on Jobseeker’s Allowance (JSA) in the past year Perilous impact on working poor of introduction of universal credits, bedroom tax and phasing out of in-work credits. Work does not provide a guaranteed route out of poverty in the UK. Two-thirds (64 per cent) of children growing up in poverty live in a family where at least one member works. Transport major problem facing young people in relation to gaining employment. Over the last decade in England, outside London, local authority supported mileage has decreased by 55 million miles. The percentage of bus mileage on supported services has decreased from 22% in 2004/05 to 17% in 2014/15 and a 37% decline in passenger journeys since 1989.

Spending on o youth services fell by 12 per cent from £712m in 2013/14 to £627m in 2014/15. o children’s centres, young people’s and family support services fell by 24%, from £3 billion in to £2.3 billion in , a cut of over £700 million per year. o children’s social care in England was reduced by an average of 24% in 2011–12.
