U.S. Department of Agriculture: 7 U.S.C § Establishment of Department There shall be at the seat of government a Department of Agriculture, the general design and duties of which shall be to acquire and to diffuse among the people of the United States useful information on subjects connected with agriculture, rural development, aquaculture, and human nutrition, in the most general and comprehensive sense of those terms, and to procure, propagate, and distribute among the people new and valuable seeds and plants. 2

UF Digital Collections: Project: Increasing Accessibility to Rare Florida Agricultural Publications – Phase II (2015 Project Ceres Grant) Purpose: To increase access to rare state agricultural publications by digitizing 57 print serials (1000+ items). Core historic serials were identified for digitization based on limited availability and high preservation ranking Create metadata for all titles Digitize all 41 titles in the public domain and seek permission to digitize the 16 others Clarify preservation commitments from 7 holding institutions 4

Federal Documents at UF The University of Florida (UF) is the Regional Federal Depository Library for Florida, Puerto Rico and the U.S. Virgin Islands It is also an active participant in the ASERL Collaborative Federal Depository Program with 35 Centers of Excellence 21 USDA agencies Congressional Hearings CFR and Federal Register (through the Legal Information Center) Panama Canal Commission and predecessor agencies and all other Federal documents about Panama and the Canal 5

Federal Documents at UF UF began cataloging ~300,000 documents already in offsite storage in 2008 UF moved the remainder of its Federal Documents collection to offsite storage in 2014 and committed to cataloging the entire collection Since 2008, over 465,000 titles have been cataloged, representing many more volumes Most are enhanced copy cataloging records, but over 13,880 original cataloging records have been created and contributed to OCLC/WorldCat 8

Federal Documents in FLARE Libraries in the State University System (SUS) of Florida and the University of Miami are building a shared collection called FLARE: FLorida Academic REpository Offsite storage in Gainesville managed by UF Journals, monographs and government documents are included Shared policy development and funding Information at: 9

Federal Documents in FLARE FLARE has a “Last Copy” policy specific to Federal Documents: This policy supports the preservation of unique federal government documents held in Florida academic libraries and selective depositories (including those in Puerto Rico and the US Virgin Islands) This policy acknowledges the value of retaining at least one copy of each uniquely held document in the state as part of a print preservation program for federal documents Therefore, all academic libraries in Florida and selective depositories in Florida, Puerto Rico and the Virgin Islands are granted the right to deposit last copies of government documents being withdrawn from their collections in FLARE for preservation 10

Print Journal Archiving at UF Association of Southeastern Research Libraries (ASERL) and the Washington Research Library Consortium (WRLC) have a collaborative print journal archiving project: Scholars Trust Established in ASERL participants (including UF and Miami) 9 WRLC participants ASERL titles held in multiple locations with varying conditions of storage and use WRLC titles held at a central high density facility in Maryland 11

Print Journal Archiving at UF Scholars Trust provides: Retention commitments through December 31, 2035 Synchronized archiving policies for print journals Opportunities for participating libraries to make long-term collection decisions based on the combined archival holdings No-fee, priority service for resource sharing (ILL) requests from participating libraries Information at Journals retained in the FLARE collection are also being contributed to the Scholars Trust 12

Print Journal Archiving at UF 13 To avoid duplicative entry into databases for its two journal archiving programs, UF developed software that would serve both Scholars Trust and FLARE --> JRNL: Journal Retention and Needs Listing The purpose is to track archived titles and identify missing volumes to facilitate filling gaps It is open source software, available for modification and use by others

Print Journal Archiving at UF Agriculture Journals in Scholars Trust: 10 Land Grant Universities in ASERL and the National Agricultural Library collaborating to document archiving commitments 1,000+ journals in agriculture and related fields identified Commitments for 752 agricultural titles entered into JRNL 228 titles held by only one library 524 held by two or more libraries Commitments include some agricultural titles from libraries that are not Land Grant Universities 14

Three Challenges and a Request If you are not already doing so, I challenge you to: Digitize and make accessible the Theses and Dissertations related to agriculture and Agriculture Extension Documents from your institution Establish a Center of Excellence for one or more USDA agencies or a subject related to agriculture Expand the Agriculture Print Journal Archive in collaboration with other land grant institutions to create a national program And a request: Challenge UF and your other colleagues to emulate or join your Agriculture Initiatives 15
