INFRASTRUCTURE ANALYSIS

Infrastructure Analysis A description of how the State analyzed the capacity of its current system to support improvement and build capacity in LEA's and local programs to implement, scale up, and sustain evidence-based practices to improve results for children and youth with disabilities, and the results of this analysis.

Infrastructure Analysis The description must include the strengths of the system, how components of the system are coordinated, and areas for improvement within and across components of the system. Components include : governance fiscal quality standards professional development technical assistance data accountability

Infrastructure Analysis The description must also include an analysis of initiatives in the State, including initiatives in general education and other areas beyond special education, which can have an impact on children and youth with disabilities. The State must include in the description how decisions are made within the State system and the representatives (e.g., agencies, positions, individuals) that must be involved in planning for systematic improvements in the State system.

Broad Look at Components How (and how well) do the components of the State system function? What are the strengths of each component? What are the challenges in each component? How is the system coordinated across components?

Potential Tools System Framework SWOT Infrastructure Analysis Template: Section A

System Framework Defines components of system and what it means to be high quality

System Framework: Purpose and Audience Purpose: to guide states in evaluating their current Part C/619 system, identifying areas for improvement, and providing direction on how to develop a more effective, efficient Part C and Section 619 system that requires, supports, and encourages implementation of effective practices. Audience: the key audience is state Part C and state Section 619 coordinators and staff, with acknowledgement that other key staff and leadership in a state will need to be involved.

Iterative validation process : the framework is being developed through an iterative process among national and state experts in the field. Partner states : the framework is being developed iteratively with 6 states (DE, ID, MN, NJ, PA, WV), so that it reflects (and is applicable to) the diversity of state systems (e.g. Lead Agency, eligibility criteria). Technical Work Group (TWG) : the Center has a technical work group (TWG) with experts in the field to advise the Center by providing early input on the elements, and later review and give input on drafts, as well as contribute resources available to support states on various elements. System Framework: Process and Partners

Framework Uses Complete comprehensive self-assessment of system for overall program improvement (more comprehensive than needed with SSIP) Guide broad or in-depth infrastructure analysis (e.g., what information that should be considered) for SSIP process

SWOT Analysis Strength Weaknesses Opportunities Threats

Infrastructure Analysis Template Broad... Section A Analysis team Broad look at Strengths and Weaknesses of System Components Current Initiatives

Infrastructure Analysis Determine current system capacity to: Support improvement Build capacity in EIS programs & providers to implement, scale up, and sustain evidence-based practices to improve results 32

Small Group Activity 1. Review key resource for broad infrastructure analysis (choose 1 tool: SWOT, System Framework, Infrastructure Analysis Template) 2. Individually– apply the tool to your State 3. Discuss/Share: » Who might be the stakeholders involved in your broad infrastructure analysis? » What are your impressions of the tool? » How could the tool be used in the SSIP process?

Whole Group Debrief What were the overall impressions of the tool? What did you like? Any concerns or changes you would suggest? How might the tool be useful in the SSIP process?

IN-DEPTH INFRASTRUCTURE ANALYSIS

In-depth Infrastructure Analysis What initiatives exist related to your focus area? What questions regarding the state and local infrastructure need to be answered during the in-depth infrastructure analysis? » Related to governance, fiscal, quality standard, professional development, technical assistance, data, and accountability.

Stakeholders Involved Who are the right people to be involved in the in-depth infrastructure analysis? Knowledge base Level of the system Role/Perspective Diversity of perspective Who will be impacted by improvement activities What is the overlap with members of the overall stakeholder group?
