CRIME LAB REPORT January 6, 2013

Options for forensic blood and drug analysis:  Fund positions at SBI  Host Durham lab  Duke University Medical Center  Private company  Regional partnership Crime Cabinet’s recommendation was to fund three chemist positions with the SBI. New grant opportunity surfaced after Crime Cabinet’s recommendation to potentially fund start up and one year of personnel costs for local blood alcohol lab. Introduction & Purpose Not viable based on previous conversations

Background The SBI is behind on analyzing samples. Average turnaround time exceeds 6 months. During the wait time, those arrested on drug/alcohol charges: o Remain incarcerated o Are released on bail The District Attorney has expressed concern about this long wait time for samples.

Background State has recently approved 19 new positions for State Crime Lab.

Option 1 Fund Chemist Positions at the SBI Durham would fund three chemist positions Cost: ~$186,000 per year (based on DA estimates) Chemists would only be responsible for analyzing samples that originate from Durham County. They would perform:  Blood alcohol testing  Blood drug testing  Drug analysis

Advantages and Disadvantages Fund Positions at the SBI Advantages: Cost – No equipment or facility costs Would provide blood drug and drug testing Accreditation Liability Disadvantages: Control Travel time

Option 2 Host Durham Crime Lab for Blood Alcohol Content Analysis Only Grant will fund: Blood alcohol testing equipment and materials One year of personnel costs Travel Total grant amount: $961,705 Approx. $524,400 is eligible to spend Grant will not fund: Facility modification (cost: $200k-300k) Blood drug and drug testing equipment or materials Ongoing personnel costs Possibility of applying for ongoing funds, but state cannot guarantee funding
