National Direction of Education and Citizen’s Civic Formation (NDECCF) National Jury of Election (JNE) PERU

NDECCF We are the JNE´s area responsible of planning, organizing and executing activities related to Civic and Voter Education in the country. Our aim is the strengthening of democratic values and civic awareness of citizens by creating voter and civic education programs and activities.

PROGRAMS IN ELECTORAL PERIOD TRAINING OF THE ESPECIAL ELECTORAL JURIES MEMBERS AND OF OTHER JNE´s ELECTORAL OFICCIALS VOTER EDUCATION : ELECTORAL ROUNDTABLES FOR CITIZENS ELECTORAL ETHIC PACT

YOUTH ELECTORAL EDUCATION EARLY YEARS PROGRAM OF CITIZENSHIP FORMATION YOUTH ELECTORAL EDUCATION This program is directed to: Young people between 12 to 17 years (school age), in order to improve their performance of democratic practices and to strength their civic education knowledge. Objectives: Promotion and strengthening of public awareness in young people in their own community as agents of change. Forming young people in civic roles and responsibilities. Creation of spaces for the promoting of democratic values and behaviors of young people.

School Council One of the democratic practices of this program is called the School Council: It consists in a democratically elected representative body by students, with secret ballot and universal vote, created to promote their democratic participation in the develop of their duties and rights. It is a space that has effects inside the school community. The School Council i nvolves the educative community (principals, teachers, administrators, parents, students in general) in the development of activities for the improvement of the students community.

The NDECCF provides training for teachers or estrategic agents (NGO’s, civil society organizations) on topics related to citizens participation, electoral processes and democratic values. After their training is done it is expected from them to the disseminate this contents to young people (students and young population ). YOUTH ELECTORAL EDUCATION- PROCEDURE EARLY TRAINING PROGRAM OF CITIZENSHIP YOUTH ELECTORAL EDUCATION- PROCEDURE The training is done through : Workshops Seminars E-learning (school SAVE).

CONTINUED PROGRAM OF CITIZENSHIP FORMATION ELECTORAL AND CIVIC EDUCATION FOR CITIZENS The program seeks to: Enhance the internalization of democratic values, knowledge and practices in groups of citizens through community leaders in cities identified with a high degree of vulnerability. It also aims to strength their democratic political culture.

The Leaders of civil and social organizations and citizens of the determinate cities will improve their skills in citizenship and democracy t hought knowledge about representative democracy and citizens participation mechanisms. Local authorities will improve their ability to represent and create adequate conditions for a democratic governance CONTINUED PROGRAM OF CITIZENSHIP FORMATION ELECTORAL AND CIVIC EDUCATION FOR CITIZENS

JNE performs the following educative actions in order to reach the objectives of the program : Awareness activities with support from strategic partners (local government, local institutions, international cooperation) Workshops and seminars for social leaders and citizens. Distribution of promotional materials Monitoring and strengthening of the educative activities. CONTINUED PROGRAM OF CITIZENSHIP FORMATION ELECTORAL AND CIVIC EDUCATION FOR CITIZENS

WOMAN AND CITIZENSHIP PROGRAM GENDER EQUALITY Obtain a greater political participation of women in Peru. Promoting their participation in political parties, and improving the participation rates of women in electoral processes.

WOMAN AND CITIZENSHIP PROGRAM GENDER EQUALITY The leaders of social organizations of selected cities know and promote equal opportunity in political participation The authorities of local governments improves their ability to represent and create favorable conditions for a proper democratic governance

JNE performs the following actions for reaching the objectives of the program : Training activities aimed at women voters and leaders and authorities Workshops and seminars to woman leaders and local authorities. Training to representatives of political organizations. Specialization Courses in Gender and Political Participation targeting members of political organizations. WOMAN AND CITIZENSHIP PROGRAM GENDER EQUALITY

Projects and Support Activities Volunteers in Citizen’s Civic Education and Training There are a total of 76 Volunteers- Trainers in Citizenship (university students) who integrate the National Network of Volunteers of the JNE and conduct training activities in coordination with the NDCCEF.

Virtual Electoral Learning System (SAVE). It is a program of education under distance mode (e-learning) that trains citizens in electoral processes and electoral civic education themes. Projects and Support Activities Bridge During this year is planned to take place a B RIDGE module directed to members of political organizations (Course).

Projects and Support Actions ACE Regional Electoral Resources Centre of South America The JNE host the Regional Electoral Resource Centre of South America of the ACE Project, which aims to identify and share in the region, knwoledge, needs and interests in electoral matters with EMB’s and stakeholders, in order to strengthen the Electoral Knowledge Network.

NDECCF ELECTORAL PLAN Educate and transfer knowledge, skills and information to electoral operators for the proper observance of it's tasks. ELECTORAL TRAINING Transmit knowledge, skills and information to the p ublic in general to express their will in a responsible manner during elections, this is by issuing a reasoned and informed vote. ELECTORAL EDUCATION Promote mutual respect among the candidates engaged in an electoral process to guarantee a clean campaign, free of insults and aggressions, encouraging discussion of ideas and programs to achieve an informed vote. ELECTORAL ETHIC PACT
