Building on the experience of Sri Lanka’s Tsunami site monitoring & emergency assessment, where the EmergencyInfo tools have effectively being implemented in support of rapid data collection, reporting and data analysis 1. Brief summary: Why do we need “Application of EmergencyInfo form in Emergency Rapid Assessment” ?

Common operational tool in an emergency setting allows: Facilitate immediate responses to the basic needs of the affected population Centralised and immediate access to information to utilise in emergency situations Baseline survey for sector specific follow-up assessments when and where required Why application:

Objectives/Outcome of the training: Objective: To build the capacity of key professionals from national authorities and UN agencies in the use of Emergency Info tools Desired outcome: is for a better understanding of how to use EmergencyInfo technology to contribute to the implementation of a 2007 UN Country Work Plan supporting national authorities in harmonizing and standardizing data collection, processing and analysis in emergency preparedness and response.

Electronic RA form What for the Electronic RA form? -The form is used to capture on-line data using EmergencyInfo software installed on PDA How to make Electronic RA form? -Based on the Questionnaire (..\nqhoa Presentation in UNICEF Hanoi ), use DevInfo 5.0 Data Admin to create a template which include all Indicators-Unit-Subgroup (I-U-S) – (..\nqhoa PDA example file\File form )..\nqhoa Presentation in UNICEF Hanoi..\nqhoa PDA example file\File form -Based on the prepared template, Use “DX Appl Form Generator.exe” to create the Electronic RA form (..\nqhoa PDA example file\File form)..\nqhoa PDA example file\File form -Copy the Electronic RA form onto PDA -Using EmergencyInfo software to open the form and to capture on- line data

Electronic RA form How to make a report using the Electronic RA form filled with captured data? -Use “DX App import XML.exe” to import the filled form into a blank template and save as a new database -Use “DevInfo 5.0 user interface” to open the database and view the report (The report can be also exported into the Excel format -..\nqhoa PDA example file\Report)..\nqhoa PDA example file\Report

3. Steps of preparation to use PDA for data capture (See Demo)

Step1 – Prepare data inventory Means the information that need to be collected, for example (see table of Emergency indicators Step2 – Prepare maps inventory Means where you are going to capture the information (province, district, commune) Digital map was available for you to select the information captured area Step3 – Create a template(*.tpl) Means create sthg like a blank database structure using DevInfo Database Administration (see example)

Step4 – Create RA Form (*.xml e-form) Means use DI Data Exchange & DXApp Form Genegator.exe to create RA form for PDA capture (see example) Step5 – PDA installation Means installation PDA with EmergencyInfo software Files: 1) netcf.all.wce4.armv4.cab & 2) DI_PDA_Data_Capture_PPC.ARMV4.CAB)

Step6 – Copy RA Form to the mobile device Means upload:a) RA form; b) AREA(*.XML) on PDA (Copy AREA to the DI_PDA_Data_Capture directory) Note:The area file will be created using DI5_PDA_AREATBL.exe file and the ready made template *.tpl file Step7 – Run PDA application Means the “EmergencyInfo” to capture on-line data

Step8 – Copy the RA forms from PDA to the PC Means download file data file from PDA to PC Step9 – Import data to template Means Use DX App Import XML.exe to import data file to the blank database (template) – See example Step10 – Create report Use DI 5.0 user interface to open the database and create report – see example

Adequate preparation –Questionnaire, Digitizing areas and infrastructure, Dissemination policy Commitment of human and financial resources for initial technical support –Requires e-communication and other logistical infrastructure –Technical team and training Integration of EmergencyInfo to the existing M&E systems Time sensitivity of data meant project was given special priority 4a. Rapid release of data for evidence-based planning –collect more in less time No need for paper and data entry –faster digitization generally means faster ends Standardization of collected data by setting input restrictions Centralize control –Summarizing data Co-ordinate system –One standard system for disaster management 4b.
