United Nations Platform for Space-based Information for Disaster Management and Emergency Response (UN-SPIDER) 2 UN-SPIDER: Mission and Mandate On 14 December 2006 the United Nations General Assembly, established UN- SPIDER as a programme implemented by the United Nations Office for Outer Space Affairs (UNOOSA), with the following mission statement: “Ensure that all countries and international and regional organizations have access to and develop the capacity to use all types of space-based information to support the full disaster management cycle.” Especially by being a gateway to space information for disaster management support; serving as a bridge to connect the disaster management and space communities; and being a facilitator of capacity-building and institutional strengthening (A/RES/61/110).

United Nations Platform for Space-based Information for Disaster Management and Emergency Response (UN-SPIDER) 14 The representatives that attended the above meeting agreed on the following recommendation: “With a view to improving collective value to the disaster management community, representatives from leading existing mechanisms that could make space-based information available to support emergency response activities as well as representatives from leading service providers agreed to consider further the possibility of establishing a working group, facilitated by the United Nations Office for Outer Space Affairs, in order to optimize collaboration and related communications during major disasters. Among others, the working group could consider the following topics: -Establishing complementary operational procedures -Rules of engagement -Best practices and guidelines -Quality control, validation and consistency -Confirmation of capacities -Common training and exercises The representatives requested that UNOOSA officially seek confirmation from these mechanisms and service providers to participate in this proposed working group, inviting them to nominate representatives.” Expert Meeting on Space-based Technologies and Emergency Response Vienna, Austria 9th February 2011
