TOWN OF BROWNSBURG MINIMUM HOUSING STANDARDS 1 Unsightly Property Code Violations:

Municipal Code Requirements § UNSIGHTLY PROPERTY No real property owner shall permit his real property to become unclean, unsanitary, or dangerous to the health of inhabitants of surrounding property, or of the health of the general community. Violations of this section shall include but are not limited to allowing accumulation of litter or waste, allowing houses, buildings or other structures to remain in such a state of disrepair as to provide a habitat for vermin and other dangerous bacteria, animals or insects. 2

Municipal Code Requirements 3 MINIMUM HOUSING STANDARD INTENT Purpose-- This code shall be construed to secure its expressed intent, which is to protect, preserve, and promote the physical and mental health and social well-being of the people, to prevent and control the incidence of communicable diseases, to reduce environmental hazards to health, to regulate privately and publicly owned buildings, structures or improvements for the purpose of maintaining adequate sanitation and public health, and to protect the safety of the people and to promote the general welfare. It is further declared that the purpose of this code is to eliminate blight, to promote maintenance of property, and to thereby ensure public health, safety and welfare insofar as they are affected by the continued occupancy and maintenance of structures and premises. Existing structures, improvements and premises that do not comply with these provisions shall be altered or repaired to provide a minimum level of health and safety as required herein. 1.In the past our current ordinance has not been detailed enough to assist the town in addressing many different type complaints. A.Mini barn ready to fall apart. B.Opening in to the building allowing pest to enter. C.Broken windows, siding falling off/disrepair D.Rental property, heating cooling, hot water, screens in the window. E.Items not covered by the building code for maintenance. 2.The Minimum Housing Standards was formed using the International Code Council standards. A standard that is used for most building code standards. 3.By the adoption of the Minimum Housing Standards the town will be able to address in more detail some of the issues brought to the town by its citizens.
