How can Pakistan increase the apparel sector’s potential to create jobs? Pakistan has low unit costs and important backward linkages with textiles It stands to gain a lot (in terms of jobs) from increasing prices in China More jobs in the apparel sector could increase female labor force participation. 22

How can Pakistan increase the apparel sector’s potential to create jobs? Increase product diversity by reducing barriers on imports of MMF Diversify markets (through increased FDI or by accessing emerging markets Shorten lead times by improving road infrastructure to facilitate access to ports for exporting firms Attract global buyers and investors by adopting policies to reduce red tape and increase transparency. 23
