Center GmbH Background Main reasons to collect use information of (potential) SVHC’s in the Automotive Industry –Perform impact assess of potential restrictions on the automotive business –Input into Stakeholder Consultation and other legislative development processes –Improvement of alternative assessment (Substitution) projects Starting in May 2011 with the SVHC survey process This survey serves as basis for many of our future decisions The survey was only distributed and completed by OEMs (no supplier input) GENERAL QUESTION: Are we impacted by that substance? –Is there a need for Notification acc. to REACH Art 7.2? Basis for the evaluation of the notification factsheets –Which parts have to be communicated acc. to Art. 33? –Is there a need for further actions concerning Authorisation or Restriction and other global legal obligations (e.g. SNURs, CEPA, Stockholm,...)  Do we have to provide input into stakeholder consultations?  Do we have to start communication with the responsible substance associations?  Do we need a Substance Pilot? -Is there an impact foreseen for the production sites of OEMs or suppliers? -Does the substance potentially have to be added to GADSL?

Center GmbH The matrix aims to the following objectives: Generates an easy to understand overview about all substance related discussions under REACH and now also under other global chemical legislations Create a summary of the results from the SVHC surveys Serve as a tool to improve the communciation between the different groups NOTE: -> Full access is limited to only some competent person at OEM side -> Limited access for all group members (incl. suppliers)! Today, there are 483 substances on the list of which 392 already have been evaluated! SVHC Tracking Sheet 3

Sometimes we compared with ‒ Due to different in-house tools / analysis criteria & the necessary manual work, the results were not completely comparable ‒ Not all OEMs have participated => Never a complete picture Sometimes, it took several weeks to get results The results on process chemicals were incomplete because of poor OEM participation and no supplier input (were not part of the process) The SVHC survey process had to be optimized / professionalized

Center GmbH IMDS Analytics – Applications / Synonyms Usually, the naming of parts is not harmonized within or even across OEMs –The same component may have several different names / synonyms (in different languages) (e.g. Instrument Panel, IP, I-Tafel, I-Panel, Dashboard, Dashpanel,...) –Similar challenge for material names However, it is the objective to mention in the analytics results only one application name that is automatically representing / consolidating all related synonyms => In progress! 8

Center GmbH IMDS Analytics – Integration into the overall process The IMDS analytics results are the foundation for the overall Substance Impact Assessment Process To make sure that the autom. generated results also are in-line with the OEM internal expert knowledge, an individual OEM expert assessment is included –OEMs are required to provide feedback (outside of IMDS!) A global report only must be performed in case of “good” reasons and if approved For REACH related investigations, the rules are clearly defined via the IMDS – GADSL – REACH TF Processes. Thus, no additional approval for an global IMDS Analysis is required. 10 e.g.

The IMDS-GADSL-REACH TF Rules also include one additional process for general global requests (e.g. Stockholm Convention, national laws (e.g. China, US,...), GADSL criteria checks,... The exact process to approve a global analytics report is to be defined by the ACEA WG M&S 11 DRAFT
