9 Disaster Prevention and Mitigation Act 2007 Article 4 : Disaster means any of these disasters, fire, storm, strong wind, flood, drought, epidemic in human/animals/aquaculture/plants and other public disaster either natural disasters or human – made disasters, accidents or all other incident that effect to life, body or properties of people/the government.

13 Disaster Prevention and Mitigation Act 2007 Article 11 specifies that DDPM shall be the central government to operate any related activities on national disaster prevention and mitigation. Article 13 specifies that Minister shall have power to control and oversee on disaster prevention and mitigation throughout the Kingdom.

16 Chemical and Hazardous Materials Disaster Objective To be guidelines for prevention and collaboration among major agencies and stakeholders rapidly and efficiently. To assign the related agencies concerning their responsibilities before/during/ and after the disaster.

17 Chemical and Hazardous Materials Disaster Goal Government organizations and concerned agencies are able to request cooperation /collaboration from other agencies systematically and rapidly. All agencies concerned are capable to prevent and mitigate the direct effects from incidents and the aftermaths.

19 Operation Steps Before Disaster sirens/ fire extinguishers installation/ evacuation planning/ simulation exercise. chemical storage inspection /chemical label attachment/ UN number and its expiration Date. Risk map / vulnerability map design, facilities/ utility and equipment supporting.

20 Operation Steps During Disaster District level implements the District Operation Plan. Provincial level implements the Provincial Operation Plan. DDPM coordinates and report to Pollution Control /Department of Industrial Works/ Office of Atoms for Peace : depends on the situation.

21 Operation Step After Disaster Proper medical treatment and coordinate with experts. The experts do their examination the side effects of the waste and solve all problems on scene. Situation report to Commander in Chief.

23 Chemical Safety in Thailand Thailand is a member of International Programmer on Chemical Safety (IPCS) The first National Plan on Chemical Safety ( ) emphasized on cooperation for national level to develop chemical safety The Second National Plan on Chemical Safety ( ) emphasized on chemical management The Thailand’s Third National Strategic Plan on Chemicals Management (2007 – 2011) emphasizes on the directions of management for social safety from chemical sustainable

25 Roles of DDPM on Disaster related to Chemical and Hazardous Materials To provide budget to 75 provinces to conduct an annual simulation exercise on chemical and hazardous materials.

26 Roles of DDPM on Disaster related to Chemical and Hazardous Materials To assign all provinces to formulate their own annual provincial emergency plan on chemical and hazardous materials also update some information yearly.

27 Roles of DDPM on Disaster related to Chemical and Hazardous Materials To study, analyze and create data base system. To develop and share data base system. To develop awareness of citizen and community leaders in chemical disaster management. To transfer knowledge /educate citizen and government officials. To provide and support equipment, tools. To arrange training courses on chemical disaster prevention and mitigation.
