Officer must request permission to retire A USPHS Commissioned Corps career is designed for 30 years or active duty service Retention board convened for individuals that the Agency or the Commissioned Corps desire to remain on active duty 20 Year Voluntary

Involuntary retirement may be authorized for USPHS Officers under the following conditions: –Has serve at least 20 years on active duty in all uniformed services combined –Has serve at least 10 years of active duty commissioned service in the USPHS 20 Year Involuntary

Some examples for involuntary retirement –Poor performance –Personal misconduct –Omitted or misrepresented facts –Failed to maintain licensure or certification –Reduction in Corps strength –Reduction of funding or staffing levels –No suitable assignment –Remaining in a billet below current pay grade –Not maintaining basic readiness 20 Year Involuntary

Required to retire at 30 years A certain percentage of an Agency’s Commissioned Corps Officers may be retained beyond 30 years Must be presented in front of a board SG concurrence required Call for nominations typically in July 30 Year Mandatory Retention Beyond 30 Years

Disability must have –Occurred on Active Duty –Not a result of misconduct Medical Review Board –Responsible for making a formal recommendation to the ASH regarding an officer’s fitness for duty and disability rating Temporary Disability Retired List (TDRL) –Maximum of 5 years –Must undergo periodic medical evaluation –Can be recalled to active duty Permanent Disability Retired List (PDRL) –Permanently retired from active duty Medical Disability Retirement

An eligible officer may request approval for retirement prior to age 64 An officer may retire on the first day of any month following the month in which the officer attains the age of 64 If less then 12 years, multiplier based on the number of Active Duty Years 12 years of Active Duty or more the retired pay multiplier shall not be less than 50% Age 64 Retirement

How –Submit PHS-1373 and supporting Memos (Memos will be obsolete with issuance of the revised PHS-1373) When –Minimum of 90 days prior to requested date of retirement (soon to be 120 days) To Whom –Separations Counselors Applying for Retirement

Retirement Date –1 st day of the month for Voluntary or Involuntary Retirements –Any day of the month for Medical Retirements Active Duty Service Obligations –Minimum of 10 years active duty USPHS time –Medical Special Pays –Dental Special Pays –Nurse Special Pays –Training Obligations –Post 9/11 Education Benefits Transferability Other Retirement Considerations

Step 1: –Determine your DIEMS date (Date of Initial Entry into Military Service) Step 2: –Determine which retirement system you are eligible for based on your DIEMS date Step 3: –Use appropriate formula to calculate your retired pay Calculate Retired Pay in 3 Steps

Active Duty years as a USPHS Commissioned Officer Active Duty years as a Commissioned Officer or Enlisted Member in any uniformed service Civil Service with any PHS agency –Comparable to service performed by a commissioned officer –Maximum of 5 years credit Creditable towards retirement credit date Not towards pay Nurses may be an exception Medical or Dental Training and Education Credit –Maximum of 5 years Added to creditable active duty service time at time of retirement Information to Consider

Blended Retirement System The National Defense Authorization Act (NDAA) for FY2016 created the Blended Retirement System Combines a blend of a 20 year defined benefit and a defined contribution to the TSP Program After 20 years of service member will receive a defined benefit multiplier of 2.0% Member may choose to receive a lump-sum payment of 25% or 50% of the total retirement benefit and a reduced monthly pay out Continuation Pay at 12 years of service as a retention tool maybe authorized.
