3 The City Attorney represents and provides advice to the City and each of its departments, including the City Council and Mayor. Criminal Role of the City Attorney Civil Litigation The City Attorney sues and/or defends, civil lawsuits in which the City is a party. The City Attorney prosecutes criminal misdemeanors and infractions committed within the City limits. Advisory _______ Risk Management The City Attorney administers the City’s Workers’ Compensation Program and other functions of the Risk Management Division.

8 Subrogation and Recovery ________ Description Total Amount Amount Recovered Subrogation Claims$71,612.87$56, Workers Comp Claims$16, Auto Policy Recovery$5,000 Claims Paid Out$33, Total Recovery $72, All City vehicle and property losses reported to the City Attorney’s Office are reviewed for subrogation potential. If the damage was caused by an adverse party, staff obtains information from various departments and actively pursues reimbursement from the responsible party. In addition, the City Attorney's office pursues individuals (or their insurance company) that may be responsible for any injury to its employees.

10 Risk Management ________ The Risk Management Division advises the City on certain potential risks to the profitability of the City. The Risk Management Division provides a method of identifying and analyzing the financial impact of loss to the City and examines the use of cost-effective opportunities to balance retention programs. The City’s insurance portfolio is managed by Risk Management and claims incurred by the City are coordinated through Risk Management. Identify Insurance Analyze Safety Safety meetings are held periodically and training summer youth and other youth is conducted each hiring program.

11 Workers’ Compensation Program ________ The goal of the WCP is to minimize the adverse impact of work related injuries on the City and its employees. The Workers’ Compensation Program (WCP) is a State Mandated Insurance Program, in lieu of a third party administrator. The WCP provide wage replacement and medical benefits to employees with job related injuries and illnesses. The program also assists with CalPers disability retirements, as well as the Interactive Process.

14 Code Enforcement identifies and addresses existing property maintenance violations in order to preserve and improve the appearance and health of our community. MISSION _______

15 How our mission is achieved ________ 1 We educate the public and encourage citizens who are currently in violation of a variety of codes, in order to obtain compliance. 2 We inspect the exterior of residential and commercial structures for compliance.

17 Our Accomplishments Responded to approx. 2,448 complaints Opened approx. 1,500 cases – of which, 78% have been closed Conducted sweeps of 200 commercial business license violations resulting in a recovery of $150,000 in business license fees Abated approx.1,092 illegal vendor matters 2,4481, ,092 ________

19 Citation Process _______ Upon identifying a code violation: 1. A written warning is issued. 2. Upon expiration of the warning, an administrative citation is issued and the abatement process is started. 3. Upon the expiration of the notice of abatement, a second administrative citation is issued and an abatement package is prepared requesting a judicial abatement warrant. 4. A Notice to Appear may be issued at any time.

24 Recreational Vehicles Boats, campers, small utility trailers, jet skis and three/four wheelers may be parked either in the side or rear yard of a property as long as they are setback at least 5 feet from lot lines, surrounding buildings, fences, etc. They must be screened from public view and parked on concrete. Commercial Vehicle Parking City ordinance prohibits any commercial- type truck or trailer to be parked or to stand continuously on any residential property or on any public street in the city. A commercial vehicle is defined by the use of the vehicle. _______ Other common code violations Parking in Yards No person may park or place any motor vehicle in the yard area of any lot within the city, except in permitted parking areas. A permitted parking area is one which consists of concrete or asphalt, or another surface approved by the city. Animal Complaints Livestock and fowl are not permitted to be kept in any residential areas except the Richland Farms area. In the Richland Farms area, animal limitations include but are not limited to 5 horses, 5 cows/bulls, 5 goats/sheep and 6 roosters.
