Introduction The general aims of this presentation are: To provide some background on Neighbourhood Planning To explain the Neighbourhood Planning process To offer advice for getting started To clarify the role of Herefordshire Council

What is Neighbourhood Planning? Established by Localism Act (2011) Gives communities opportunity and responsibility to: Shape the places in which they live Decide the locations for new homes/business Get more involved in creating policies

Neighbourhood Development Plans Form part of Local Development Plan Deal with land use issues Not compulsory Cannot be used to stop development General conformity with strategic policies Produced by Parish Councils

Content of Neighbourhood Plans Settlement boundaries Allocate sites for housing/employment Design policies Protection and enhancement of open space Protection of locally important buildings Promoting of renewable energy

For rural parishes Proportional growth – 14% 4 settlements highlighted with RA2 Site allocations Settlement boundary Issues to be addressed

Neighbourhood Planning Process Stage 1 - Define ‘neighbourhood area’ Stage 2 - Prepare the Plan Stage 3 - Submission of final Plan Stage 4 - Independent Examination Stage 5 - Referendum Stage 6 - Adoption

Role of Herefordshire Council Planning Officer technical advice and support 36 guidance sheets and training Provide background evidence and data / SLA Check the Plan (conformity and legal requirements) Organise and pay for independent examination Organise and pay for referendum Adopt the Plan

Role of Herefordshire Council The Council will not offer support with the following: Writing documents Undertaking primary survey work Attend every meeting/consultation event organised Direct financial support

Community Infrastructure Levy Parishes will adopted Neighbourhood Development Plan will receive 25% of CIL Parishes without Neighbourhood Development Plans will receive 15% of CIL Money to be spend on local community infrastructure priorities

Supporting Communities funding - DCLG Grants of up to £8,000 Direct support – advice and support from Localities Rolling programme until April 2018 Claimed in 6 months portions
