House Majority Party Leaders Speaker of the House – Presiding officer of the House – Constitutional officer: first in succession to President, after VP – Powers Leader of the majority party (outranks majority leader) Controls debate, on floor Recognizes members to speak, rules on procedure Selects 9 of the 13 members of the Rules Committee

House Majority Party Leaders Majority Leader – Acts as day to day leader of party in House – Serves to coordinate legislative strategy on floor

House Majority Party Leaders Majority Whips – Assist Speaker, Majority Leader in coordinating day to day operations – Primary job: to “count votes” for important floor votes by persuading legislators to support bill
