Our constitution is called a democracy because power is in the hands not of a minority but of the people. When it is a question of settling private disputes, everyone is equal before the law; when it is a question of putting one person before another in positions of public responsibility, what counts is not membership in a particular class, but the actual ability which the man possesses. After 10 years of war both sides sign a truce 415 B.C.E. Athens sends 20,000 men to the island of Sicily to fight against Syracuse a wealthy ally of Sparta. They are badly defeated In 404 B.C.E Athens finally surrenders; they had lost their empire, power and wealth
