Is God in Control?

If God is an all powerful and all loving God, why does he allow innocent people to suffer?

Romans 6:23 (NLT) For the wages of sin is death, but the free gift of God is eternal life through Christ Jesus our Lord.

Romans 8:19-21 (MSG) 19 The created world itself can hardly wait for what's coming next. 20 Everything in creation is being more or less held back.
