DoD Logistics Training and Education Progess Report July 16, 2004

Logistics Training and Education (Non-DAWIA) IPT Objective –Improve quality of logistics education and training for logisticians Description of Initiative –Ensure that the Future Logistics Enterprise (FLE) Program and current commercial business practices are incorporated into the training and education programs for both DoD civilian and military logisticians Scope –All DoD Civilian and Military Logisticians (except Life Cycle Logisticians who fall under the Defense Workforce Improvement Act (DAWIA)) Program would not recommend career paths or develop certification requirements

Logistics Training and Education IPT (Non-DAWIA) Require each DoD Component to develop a Logistics Curriculum Development Strategy which addresses: How they will ensure their schools are teaching emerging FLE and logistics best business practices How they will offer Training and Education continuous learning opportunities How they will integrate this strategy with their Component’s Human Capital Strategic Planning Efforts Consolidate workforce and training oversight under Life Cycle Logistics FIPT Ensure school access to new DoD-wide logistics policies and best business practices, primarily through DUSD(L&MR) website and secondarily through the FIPT FIPT convene roundtable within 6 months for progress check; annually thereafter Assess and synthesize DoD Component Workforce Development Strategies To effect Logistics Workforce culture change To improve joint logistics operating tasks JLB Approved Recommendations

4 Logistics Training and Education Roundtable Describe how each Component ensures that its logistics workforce is adequately trained. –All Components have a management structure for providing guidance/oversight. –Funding appears adequate to train those on the acquisition /sustainment tracks. Non-DAWIA workforce – not funded as well –AF training: officer/enlisted programs—good. Civilian programs—not as good but working on it. –Some confusion over what a Life Cycle Logistician is. Describe each Component’s continuous learning, distance learning, & professional development programs to maintain currency. –Training opportunities are abundant. Appears easy to find out about intra-Service courses; inter-Service more difficult IPT established website links at DUSD(L&MR) and DAU to promote interservice awareness of course offerings –OJT thru graduate school DAWIA path appears clear Non-DAWIA: needs work Logistics Curriculum Development Strategies

5 Logistics Training and Education Roundtable Describe how each Component will ensure that schools will keep curricula up-to-date on latest DoD logistics initiatives (e.g., FLE ) and best business practices. –Force-centric Logistics Continuous Learning Module – available through DAU beginning March 2004 Course will be availabe to everyone over internet or module can be imported by other schools for classroom instruction No Component Strategy requires periodic minimal training requirement to maintain proficiency –Military logisticians generally have mandatory requirements within their specialties –Civilian generally do not after journeyman/certification levels attained. –Individual development plans encourage people to keep current but training not forced on people. –Concern raised that establishing mandatory requirement could draw Union objections Logistics Curriculum Development Strategies

6 Recommendations Logistics FIPT develop DoD-wide Career and Training and Education Suggested Guidelines –Build upon existing models in some Services –Guidelines would be advisory only Logistics FIPT broaden agenda to include more Non-DAWIA topics –Consolidated DAWIA/Non-DAWIA FIPT meetings have been primarily devoted to DAWIA topics Logistics Training and Education
