2 Objective of Procurement To make procurements on behalf of the University using the most appropriate and effective method of acquisition in order to obtain the maximum value for each dollar of expenditure. Purchases, regardless of funding source, will be done on a competitive basis unless otherwise authorized by law, UT System policy or UT Arlington Policy. 2

3 Ensuring a Smooth Procurement Get Procurement Services involved early in the sourcing process, especially for very complex or high dollar purchases to ensure the proper procurement method is used and to ensure compliance with all statutory and University/System policies and requirements. 3

4 What Is Best Value? “Best Value” means the optimum combination of economy and quality that is the result of fair, efficient and practical procurement decision making. Allows for the consideration of non-price criteria. 4

5 Best Value Criteria According to Education Code Sec. 51.9335  Purchase Price  Reputation of the vendor and of the vendor’s goods or services;  Quality of the vendor’s goods or services;  Extent to which the goods or services meet the institution’s needs;  Vendor’s past relationship with the institution;  Impact on the ability of the institution to comply with the laws and rules relating to historically underutilized businesses (HUBs) and to the procurement of goods and services from persons with disabilities;  Total long-term cost to the institution of acquiring the vendor’s goods or services; and  Any other relevant factor that a private business entity would consider in selecting a vendor. In a best value bid, or Request for Proposal (RFP), these criteria are weighted and scored by an evaluation team comprised of key stakeholders. 5

If 2 or less suppliers in a category, must document.  UT System Supply Chain Alliance Contracts No bidding required, already competitively sourced A list of contracts for use is available on the Procurement website, or for assistance contact your Buyer or a Contract Specialist. 8

9 Additional Procurement Methods (cont’d) Group Purchase Organization – GPO Subject to a rigorous competitive process by the GPO $15,000 +: Requires a minimum of 3 bids in the specific category. If 2 or less suppliers in a category, must document. 9

10 Sole Source Justifications Exclusive Acquisitions Formerly Known as Sole Source or Proprietary Purchases Defined as a product or service that has a distinctive characteristic that is not shared by competing products or services. Also, requester must justify why this characteristic is needed. When the specification limits consideration to one manufacturer, one product, or one service provider, an Exclusive Acquisition Justification Form must be submitted with the requisition (Forms Library #4-24). 10

11 Emergency Purchases Unforeseen circumstances requiring an immediate response. Purchase to prevent a hazard to life, health, safety, welfare, property, or to avoid undue additional cost to the state. Emergency, procurements should be made as competitive as possible. Requires the submission of Exclusive Acquisition Justification Form with the requisition (Forms Library #4-24). 11

12 Additional Requirements for Service-Related Purchase Orders On-site service requirements that must be fulfilled prior to issuance of a purchase order: Certificate of Insurance from Vendor Criminal Background Check Attestation on Vendor’s Employees The Procurement Office staff will secure these documents from vendor to ensure compliance with UT System policies. 12
