3 Brief History ■Kansas Expanded Lottery Act (SB66) was passed in 2007 ■Created 4 destination casino zones throughout the state ■Allowed slots at pari-mutuel racetracks, including The Woodlands ■Destination casinos had a competitive bid process and minimum $225 million capital investment in NE zone (KCK) plus $25 million license fee ■The Woodlands does not have a competitive bid process and requires ~$1.5 million in capital investment ■Ongoing attempts to lower the tax rates for The Woodlands

4 By the Numbers ■1% annually to the UG for distro to community organizations throughout WYCO ■1% annually to the UG until hotel construction begins ■$500,000 annually to the UG for additional community organization support ■$500,000 annually to Turner, USD 500 and Piper school districts ■$100,000 annually to WYCO Parks & Rec ■$25,000 annually to WYCO Conventions and Visitors Bureau ■$10,000 annually to local Chambers of Commerce ■2 free billboards at Kansas Speedway for Kansas Tourism ■2 nd NASCAR Sprint Series race ■New road course ■Property, sales, payroll and other taxes $1.4M $500K $100K $25K $10K + + + + + + = ~$4M annually

5 Proposed Changes 33% UG’s slot revenues are cut 45% State’s slot revenues are cut 75% Revenues to problem gambling are cut 50% Increase to horse purses 240 % Increase to racetrack owner

6 What’s at Stake ■Revenues tied to the performance of Hollywood (casino $ go down, so do community organization revenues) ■$25 million application fee to the State of Kansas ■Contract with the State of Kansas ■Contract with the UG ■2 nd NASCAR race & road course events ■Jobs ■Long-term, economic development investment
