3 Background: MHSOAC Mental Health Services Oversight and Accountability Commission (MHSOAC) o Responsible for providing oversight of the Mental Health Services Act (MHSA) and its components, as well as the broader community mental health system in California o Ensures accountability to taxpayers and the public o As one of its oversight approaches, the MHSOAC has adopted a commitment to pursuing meaningful evaluation of the MHSA and greater community mental health system

6 CSI Submission File Analysis Tool Assists counties and providers with assessing data submissions and identifying errors and inconsistencies Allows counties to import CSI submission files into the tool and perform data validation using many of the CSI validation rules for the purpose of identifying data related validation errors prior to CSI data submission Allows counties to view data contained within a CSI Submission File and view errors

7 CSI Submission File Analysis Tool Resources Version 1.0 of the tool is currently posted at: o http://www.mhdata.org/Pages/Resources-CSI.aspx http://www.mhdata.org/Pages/Resources-CSI.aspx Previous webinars contain a demonstration of the tool which include: o Importing Data o Loading Data o Browsing Data  All Records  Records with errors o Clearing Data

8 Provides the ability to view Client, Service and Periodic records contained within a CSI Submission File with identified errors  CSI SFA Tool – Viewing Records and Errors

9 CSI SFA Tool – Reports Error Summary Report – Identifies the number and type of errors identified in the dataset  Detailed Error Report – Identifies the records which contain identified errors (available by provider and for errors identified in a CSI Error File) 

10 CSI SFA Tool Enhancements Goal is to enhance the tool’s utility to aid in reviewing CSI submission file data and improving data quality Enhancements to the tool will include but are not limited to: o The ability to generate reports detailing units of service at the county, provider and client level; these reports are intended to be run monthly using CSI submission file data o The ability to export the reports in Excel and PDF format o The ability to import data from the Enhanced Partner-Level Data (EPLD) Tool for the purposes of identifying which services in the submission file were provided to clients participating in a Full Service Partnership (FSP) program at the time of service and which services were provided to clients not participating in FSP programs at the time of service (Not FSP) o The ability to generate reports comparing units of service for FSP and Not FSP clients

11 Integrating FSP Data Currently, service data reported to the CSI system is not linked to FSP participation Using the FSP Enhanced Partner Level Data (EPLD) and CSI SFA tool, FSP participation can be linked

12 FSP/CSI Workflow FSP data is downloaded from the DCR system FSP data is imported into the EPLD tool and FSP partnership data is exported FSP participation data is imported into the CSI SFA tool o The tool identifies services provided to FSP and Not FSP clients o Reports and other analysis can be performed

13 Demonstration Importing FSP data CSI/FSP Reports o All Clients Service Function Report o Clients by Mode of Service Report  County/Provider/Client Level Discussion o Service Function Report  Charts vs. Tabular Data Presentation Discussion o Crisis Intervention Report

14 What data is important to you? Available data elements: o Trauma and Substance Abuse Indicators o Evidence Based Practices o Legal Admit/Discharge Codes o Admission Necessity o Place of Service Challenge: Client records may not be available in each submission file; is there a way for counties to export this data easily?

15 Suggestions? What do you like about the tool so far? What else could the tool do that would be helpful for you?

16 Beta Counties/Providers o Counties are sent the draft tool and can follow the instructions to import their data o If errors are encountered, it may be necessary to put a Business Associate Agreement in place to allow for troubleshooting by contractor
