2 University of Helsinki Among the best research universities in the world The oldest and largest university in Finland Has the widest range of disciplines in Finland: 11 faculties and 20 independent institutes Active on four Campuses in Helsinki and 20 other locations in Finland Nearly 39 000 enrolled degree students More than 200 majors available 8,100 employees, including 3,800 researchers and teachers Instruction in Finnish, Swedish and English

4 WHY? - Starting points of the evaluation As part of its quality assurance and strategic development, the University regularly conducts evaluations of its education and research Theme: Management/leadership of education Fairly topical issue - what it is in general/at the UH? The aim was to enhance the L&M of education by evaluating its present state recognising strengths and areas in need of development receiving international feedback

5 HOW? - Evaluation method Principle of enhancement-led evaluation Academic community affects the planning of the evaluation, its methods, aims and impacts Evaluation as a learning process Further develop the university community and its various units Self-evaluation and external evaluation

6 WHAT? - Description The leadership and management of education at the University refers to those academic leadership and administrative management practices which faculties and departments apply in the planning and implementation of education …to ensure that teaching is carried out in accordance with constructive alignment and …that students have the opportunity to complete an academic degree of a high quality.”

7 WHAT? - Evaluation outcomes at the university level Strong and diversified research-based University which aspires to excel in all fields Impressive staff and student body Tradition of democratic and participative governance and good interactive work processes Rector’s leadership practices include written feedback and performance seminars with the deans The senior lecturers in university pedagogy

8 WHAT? - Evaluation outcomes at the university level  Strategic leadership and management  Flatter decision-making  UH’s strategy periods and the Government’s strategy periods  Decisions and resources  Deans and vice-deans in University decision-making  Learner-centred approach

9 WHAT? - Evaluation outcomes at the university level Follow-up data and management UH’s checkpoint system, ETLQ-questionnaire and Teaching Evaluation Matrix were seen as excellent practices. Much data are collected  More systematic use of available data and formulation of internal key-performance indicators are essential.  “Less is more.”  Benchmarking against the best universities in Europe.

10 WHAT? - Evaluation outcomes at the university level Multidisciplinarity and management Students’ possibilities to compose their own degree programme  effects on teacher’s workload  A strategy is needed for what (kind of) degree programmes the University wants  Guidelines for individual courses and programmes are needed  Programmes should have programme leaders with resources and authority

11 Consequences of the evaluation New Strategic Plan and Development Programme for the Development of Teaching and Studies Faculty Target Programmes Concrete action plan at the university level (prioritisation, schedule, responsibilities) Strategic funding for the areas in need of development Support services, such as in-house training (including university pedagogy)
