2 Challenging and disruptive behaviour is a barrier to children’s learning. It takes a serious emotional and educational toll on them and everyone around them. It impacts on our society. It can’t be ignored.

3 Problems with our current approach? Our system is passive and highly reactive Our solutions are fragmented Students present too late Lack of consensus regarding effective interventions (this is changing!) Many interventions in use have poor evidence regarding their effectiveness and represent poor value for money Agencies can work against each other Highly bureaucratic responses to incidents and needs Lack of leadership around the issue

4 What we are doing – Positive Behaviour for Learning More effective programmes, reaching more children, more parents and more educators. It will reduce disruptive behaviour and improve teacher satisfaction and student engagement and achievement.

5 The programme has been developed in partnership with: Secondary Principals’ Association of NZ NZ Principals’ Federation Secondary Principal’s Council NZ Education Institute Post Primary Teachers’ Association NZ School Trustees’ Association NZ Early Childhood Council NZEI Principals’ Council It also builds on & complements work by a joint Ministry of Justice, Social Development, Health & Education working group, the Independent Advisory Group on Conduct Problems & Driver of Crime

6 Key themes guiding the Plan: We need to work together No silver bullet - we need to commit to a medium term approach Prevention is at the heart of our strategy Early Intervention - early identification, early in life and in the life of the problem problem Evidence based programmes Evidence based practice Effective whole school programmes and practices Improve interagency work and support Improve support for key workforces (capability and capacity) Develop a complementary portfolio of programmes Get the infrastructure and support right Acknowledge context and culture Fewer things being done well

8 Long term our aim is to provide quality support that works for kids

9 The outcomes of what is proposed will see at least 12,000 parents in at-risk families supported in lifting their parenting skills 5,000 teachers will receive training in effective classroom management at least 400 schools will have had the opportunity to participate in a Positive Behaviour for Learning initiative.
