1 ROLE OF GOVERNMENT STOCK FARM: A POLICY STUDY CONCLUSIONS AND RECOMMENDATIONS

2 CONCLUSIONS Lack of technical manpower in many of the farms Not been performing as expected relative to R&D Less cost efficient Lacking in terms of needed impact to the industry and to the farmer Needs to increase the number of animals tested in order to increase accuracy or certainty of expected breeding values (EBV). Government stock farms are also posing as competitors of private stock farms.

3 RECOMMENDATIONS 1. The government should ideally maintain only a stock farm for each type (species) of animal (e.g. National Swine and Poultry Research and Development Center) Promote cost efficiency activities Maintenance of at least one stock farm per animal type Decision to retain, close or upgrade existing stock farms should be anchored on pre set criteria

4 RECOMMENDATIONS 2. Government stock farm should give emphasis on researches that are geared towards improving the genetic make-up not only of breeding animals but also the development of strain or breed appropriate for the dominant agro- ecologies and those that are appropriate for distribution/dispersal to the farmers either for fattening or for breeding.

5 RECOMMENDATIONS Stock farm researches would be focused on how to improve the genetic makeup of animal for easy adaptation to their intended new environment Animal rearing and management can be addressed in coordination with SCUs within the vicinity. Private veterinary drugs and feed companies to fund researches.

6 RECOMMENDATIONS 3. The stock farm should focus on the preservation and improvement of genetic make-up of economically important animals in the country instead of aiming to produce them as marketable goods. Government must intervene in order to protect the best interest of majority of the backyard raisers Production of animals that are intended for the market (fatteners and broilers), is better left to the hands of the private sector since they can respond well to the needs of the market.

7 RECOMMENDATIONS 4. The animal dispersal program of the government should be reviewed and revised in order to address the problem of non-sustainability Non-sustainability No capability of monitoring the dispersed animal No police power for breach of contracts Dispersal and monitoring through LGU

8 RECOMMENDATIONS 5. Government stock farm should not compete with private stock farms instead they should work hand in hand with them. Timeliness of service of private stock farm Problem with expansion for the private stock farm due to government’s dispersal and non- repayment scheme.

9 RECOMMENDATIONS 6. A standard for effective data management for strict monitoring and evaluation should be developed Data management for consistency and accuracy should be promoted Proper documentation of animals distributed Regular evaluation of stock farms

10 RECOMMENDATIONS 7. Release the budget on time and reduce the bureaucratic route of papers Purchase of feeds, medicine and other supplements should be exempted from long bidding process of government Allow stock farm to have their own Internal Control Unit and let it monitor the activities of the Farm Bids and Awards Committee. Quality along price should be the main consideration
