3 3 The PCC - Key Aims Cutting crime and delivering an effective and efficient police service within a force area. Stronger and more transparent accountability of the police with an elected PCC holding the chief constable and the force to account Meeting community needs and improving local relationships by building confidence and trust Chief Constables and PCCs jointly ensuring effective management of the police budget and securing value for money on behalf of the public Effective working relationships between Chief Constables, PCCs and Police and Crime Panels. Operational independence of the Police is not compromised Working in partnership locally and nationally to ensure a unified approach to preventing and reducing crime The PCC is the voice of the people in policing The Chief Constable is the professional voice of policing

9 9 ACCOUNTABILITY, DECISION MAKING AND RELATIONSHIPS Explore the options for finalisation when the PCC has been elected and in liaison with the Chief Constable. A ‘single organisation’ model implying joint PCC/Force reporting and decision making structures. ‘Healthy tension with appropriate challenge’ in a mutually trusting relationship that will ultimately support high quality policing, community safety and criminal justice outcomes.
