1 HUMAN TRAFFICKING ORDINANCE Board of County Commissioners Public Hearing December 1, 2015

2 Background Earlier this year, the state legislature adopted Section 787.29, Florida Statutes, requiring public awareness signs relating to human trafficking at certain locations, effective Jan. 1, 2016 Signs are required at the following places: - Rest areas, turnpike service plazas, welcome centers, airports, passenger rail stations, weigh stations; - Emergency rooms; - Adult entertainment establishments; and - Certain massage establishments 2

3 Background Section 787.29 sets forth requirements for the form and content of the signs Section 787.29 authorizes counties to adopt ordinances to enforce the requirement that employers of adult entertainment and certain massage businesses post such signs 3

4 Background Consistent with the Board’s direction, the County Attorney’s Office has prepared an ordinance enforcing the signage requirement against such businesses, effective Feb. 1, 2016 Pursuant to Section 787.29, a violation is a noncriminal violation, punishable by a fine not to exceed $500 4
