2 In this section you will learn how the weakness of the Articles of Confederation led to the writing of the U. S. Constitution.

3 At the end of the American War for Independence, all 13 colonies experimented with different forms of government. Some abolished slavery, and others created separate branches, but all of them had a republican form of government.

4 In a republic, the people choose representatives to govern them.

5 The Continental Congress created a plan called the Articles of Confederation which gave most of the powers to the individual states. By 1781 all 13 colonies accepted the Articles.

7 The Articles of Confederation had a weak central government called the Confederation Congress that was incapable of raising taxes or enforcing national laws.
