3 Status of WRAP Work Plan  EPA RPO Guidance Document (March 5, 2002) AQ problems are regional, not limited by state and tribal boundaries, & should be addressed with regional solutions Resources are scarce Avoid duplication with separate state and tribal programs Some RPOs are geographically too small to solve their AQ problems alone – cooperate creatively with other RPOs Challenges for RPOs: –Tribes and states need to work together effectively in RPOs –Political changes across long time frame of RHR –RPOs must set their own direction – EPA to help when requested

4 Status of WRAP Work Plan  EPA RPO Guidance Document (March 5, 2002) Funding to be allocated on a need basis – do not assume level funding “Lead” EPA Regions will act as “go-between” for OAQPS and RPOs OAQPS “will” provide technical guidance, data, tools, and training to RPOs OAQPS will facilitate national meetings of the RPOs twice a year – next planned for 12/3-5/02

5 Status of WRAP Work Plan  EPA RPO Guidance Document (March 5, 2002) Focus on analysis of complicated problem of RH RPOs should be technical leaders Work to build/improve relationships of states, tribes, FLMs, other RPOs, and EPA Work closely with other RPOs on technical issues FLM Role –Policy - Identify key air management goals for visibility protection –Technical – Experience with monitoring and data Beyond 2002 – linkages to PM 2.5 and ozone NAAQS’ programs

6 Status of WRAP Work Plan  EPA RPO Guidance Document (March 5, 2002) Technical Guidance for Workplan: –Analyze/refine analyses of existing data and information –Characterize air quality conditions associated with visibility impairment metrics –Base year = 2002 –Use Mexican and Canadian EIs –Other EI improvements – see list –Spatial surrogates –Identify additional data and training needs –Report technical progress in various venues –Work on public outreach strategies

7 Status of WRAP Work Plan  WRAP 2003 Workplan & Budget update Individual Committees, Forums and Work Groups proposed projects & costs in late July Projects and budget needs assembled into a draft WRAP workplan late August – some refinement and clarification of projects/costs Comments solicited, and further refinements of projects/costs, and the priorities for those projects underway through early October Planning Team (IOC, TOC, AMC/CC/Forum Co-Chairs) to meet October 7-8 to balance project needs and budget Final 2003 Workplan and Budget for EPA grant application to WRAP Board in November (includes vision of work/budget needs for 2004-06)
