On 3/22/12, PRS unanimously voted to endorse and forward the 2/23/12 PRS Report and Impact Analysis for NPRR412 to TAC. 7 7 NPRR439, Updating a Counter-Party’s Available Credit Limit for Current Day DAM Purpose (ERCOT) This NPRR will provide flexibility for Counter-Parties to increase the credit limit available for the DAM on the day the DAM is running by posting additional Financial Security under certain circumstances after ERCOT has already set a daily credit limit. PRS VoteOn 2/23/12, PRS unanimously voted to recommend approval of NPRR439 as amended by the 2/8/12 ERCOT comments and as revised by PRS. On 3/22/12, PRS unanimously voted to endorse and forward the 2/23/12 PRS Report and Impact Analysis for NPRR439 to TAC with a recommended priority of 2012 and rank of 690. 8 8 NPRR441, Revision of Dynamic Rating Recommendation Posting Timeline Purpose (ERCOT) This NPRR will allow the frequency of posting the list of transmission lines recommended for Dynamic Ratings from semi-annual to annual. 9 9 NPRR448, Clarification of Database Query Results - U RGENT Purpose (Texas SET Working Group) This NPRR clarifies the information returned through a database query or an extract on the MIS Public Area. PRS VoteOn 3/22/12, PRS unanimously voted to grant NPRR448 Urgent status. PRS then unanimously voted to recommend approval of NPRR448 as submitted and to forward it to TAC. 10 10 NPRR449, Reduce Maximum CRR Transaction Limit in Auctions - U RGENT Purpose (WMS) This NPRR reduces the potential of oversubscription of CRR Auctions due to bid volumes by reducing the first round transaction limit from 10,000 to a value established by TAC. PRS VoteOn 3/22/12, PRS voted to grant NPRR449 Urgent status. There was one abstention from the IOU Market Segment. PRS then voted to recommend approval of NPRR449 as submitted with a recommendation of a 5000 bid limit for the annual auction and 7500 bid limit for the monthly auction; and to forward NPRR449 to TAC. 11 11 NPRR450, Revise Requirements for Contracts to Procure Additional Capacity to Alleviate Emergency Conditions - U RGENT Purpose (ERCOT) The NPRR revises the process approved in NPRR432, Deployment of Resources to Alleviate Anticipated Emergency Conditions, for execution of contracts with Resources to alleviate anticipated Emergency Conditions. PRS VoteOn 3/22/12, PRS unanimously voted to grant NPRR450 Urgent status. PRS then voted to recommend approval of NPRR450 as amended by the 3/21/12 ERCOT comments. Rule 25.507, ERCOT Emergency Response Service (ERS) - U RGENT Purpose (ERCOT) This NPRR is required to implement the provisions of the newly revised P.U.C. S UBST. R. 25.507, Electric Reliability Council of Texas (ERCOT) Emergency Interruptible Load Service (EILS). Project 39948, Rulemaking to Electric Reliability Council of Texas (ERCOT) Emergency Interruptible Load Service (EILS), was adopted by the PUCT on March 22, 2012. PRS VoteOn 3/22/12, PRS voted to grant NPRR451 Urgent status. There were two abstentions from the Consumer and IPM Market Segments. On 3/29/12, PRS voted to recommend approval of NPRR451 as amended by the 3/27/12 ERCOT comments as revised by PRS and to forward NPRR451 to TAC. There were three abstentions from the Independent Generator Market Segment. 13 13 SCR770, Revision to Outage Scheduler Entry for Resource Maintenance Outage Level Designation Purpose (Luminant Energy) This SCR will make a change to the Outage Scheduler system so that the QSE is able to schedule Level I, II and III Maintenance Outages in a way that coincides with the definition of these Maintenance Outages shown in Protocol Section 2.1, Definitions. PRS VoteOn 2/23/12, PRS voted to recommend approval of SCR770 as submitted. There was one abstention from the IPM Market Segment. On 3/22/12, PRS unanimously voted to endorse and forward the 2/23/12 PRS Report and Impact Analysis for SCR770 to TAC with a recommended priority of 2013 and rank of 700. 14 14 SCR771, ERCOT System Change Allowing Independent Master QSE to Represent Split Generation Resources Purpose (Sandy Creek) This SCR modifies ERCOT systems to allow owners of Split Generation Resources to contract for service with an independent Master QSE. PRS VoteOn 2/23/12, PRS unanimously voted to recommend approval of SCR771 as submitted. On 3/22/12, PRS unanimously voted to endorse and forward the 2/23/12 PRS Report and Impact Analysis for SCR771 to TAC with a recommended priority of 2012 and rank of 679. 15 15 Parking Deck NPRR260, Providing Access to MIS Secure Area to MIS Registered Users Purpose (Crescent Power) This NPRR adds "Independent Market Information System Registered Entity (IMRE)" to Section 2.1 and Section 22, Attachment A. By doing so, the Standard Form Market Participant Agreement would bind IMREs to the Nodal Protocols and, in particular, provisions in Section 16.12. PRS VoteOn 3/22/12, PRS voted to endorse and forward the impact assessment as amended by the 3/21/12 ERCOT comments for NPRR260 to TAC with a priority of 2012 and a rank of 140. There was one opposing vote from the IOU Market Segment and two abstentions from the IOU and Cooperative Market Segments.
