4 Community Development Department Annexation – Graham Swamp Area 3,294 acres Mainly publicly owned Mitigation bank Stormwater facilities Mosquito Ditch, Culverts Bicycle Trails Utilities

5 Community Development Department Annexation – Graham Swamp Area Annexation includes areas of City investment and responsibilities: –Graham Swamp Trail; –Stormwater culverts under the Lehigh Trail, ditches;and –Sewer Force Main. Additionally, Graham Swamp Conservation Area is a significant part of the City’s stormwater management system

6 Community Development Department Annexation – Graham Swamp Area Subject to 3-party Agreement between City, Flagler County, and SJRWMD. These conditions include: Annexation does not affect Local Management Agreement between Flagler County and SJRWMD, County retains management responsibility for Graham Swamp, The City management responsibilities include the Graham Swamp Trail and its future expansion to the Lehigh Trail, The City, District, and the County coordinate on annexation.

9 Community Development Department Contraction of Nature Scapes Meets technical requirements of Chapter 171, F.S., No access from City roads (dirt road through unincorporated area), Area to be served by City of Bunnell (water and sewer), Adjacent commercial areas are within unincorporated Flagler County or the City of Bunnell.

10 Community Development Department Contraction of Nature Scapes the subject properties are not developed for intense residential or commercial purposes, nor is it kept free of development as dedicated greenbelt areas, the contraction of Nature Scapes will not result in a portion of the City to become noncontiguous with the rest of the municipality, the properties do not lie between the city and an area to be served by the City water or sewer service, and City of Bunnell intends to provide water or sewer service to area.

11 Community Development Department RECOMMENDATION Staff Recommends Approval. Staff will schedule public hearings for August 2 and August 16.
