1 Impact Assessment Mod_17_12 : Report on Offered Capacity in Implicit Auctions 24 October 2012

2 Proposed report to publish the following: Maximum Export Available Transfer Capacity - ∑(Modified Interconnector Unit Nominations for all completed Ex-Ante MSP Software Runs) Maximum Import Available Transfer Capacity - ∑(Modified Interconnector Unit Nominations for all completed Ex-Ante MSP Software Runs) Both reports published after EA1 MSP Software Run and again after EA2 MSP Software Run Reports not published after EA2 if EA2 cancelled Reports not re-published if ATC changes Impact Assessment of Mod_17_12

3 SEMO examined two possible implementation options: Option 1: Implement in the Central Market System (ABB) Option 2: Implement as a report generated by the MIUN Calculator and FTP result to SEMO website Action from Meeting 44 to assess which option would deliver report most quickly to Participants SEMO Impact Assessment

4 Option 1: Implement in the Central Market System (ABB) Cost : €32,560 + testing Will use existing proven reporting system of (HTML, XML etc.) Report will be available in both the MPI and on the website Report should be available more quickly after MSP Software Run than Option 2 SEMO Impact Assessment

5 Option 2: Implement as a report generated by the MIUN Calculator and FTP result to SEMO website Cost : €34,000 + testing Would involve interfacing the solutions of two vendors Report will be available on the website only SEMO Impact Assessment

6 Next Steps SEMO proposes proceeding with Option 1 if the proposal is recommended for approval

7 Update from TSOs on compliance review of options The current transparency requirement as per 5.6 of Annex I of the Regulation 714/2009: “All relevant information shall be available for the market in due time for the negotiation of all transactions (such as the time of negotiation of annual supply contracts for industrial customers or the time when bids have to be sent into organised markets).” Offered Capacity publication after the EA2 gate will have plenty of time before WD1, but it is the publication after the EA1 gate for use by the market participants in EA2 that is under time pressure Both options will meet the timescales – the report will typically be produced and published by 10:30, an hour in advance of EA2 The ABB implementation (option 1) allows for a faster generation of the report and fewer points of failure so is the more robust of the options
