2 22 July 2004 1 Background SWG1.4 was requested to create a document that details MEID deployment scenarios as they relate to the C.P1004-0 MEID Report (Currently in V&V). What is C.R1004-0? –This technical report presents recommendations for supporting a mobile station equipped with a MEID in the OTASP Systems defined in C.S0016-0/A/B. –For the initial provisioning, Electronic Serial Number (ESN) is used to identify the mobile station. Due to the ESN exhaustion, the MEID was introduced in the cdma2000 release D systems as the alternative to ESN. –During the migration period from ESN to MEID, Pseudo-ESN is used by the MEID-equipped mobile stations. For the provisioning, however, Pseudo-ESN may not be used to identify a mobile station since Pseudo-ESN is not unique. –In order to solve this problem, the following new capability is introduced in this technical report. Enhanced Protocol Capability Messaging - This provides the means for the base station to ascertain the detailed capabilities of the mobile station, such as supported band classes, operating modes, and MEID. –This change has been incorporated into C.S0016-C (currently in V&V).

3 22 July 2004 2 OTASP Successful Scenario (ESN) User initiates an OTASP call. The feature code results in the establishment of a voice call between the user and the selected service provider’s customer service center. During the attachment process between OTAF and MSC, the ESN is supplied to the OTAF. The ESN is used to determine the handset type and its capabilities. Once the handset is identified, the OTAF and MS exchange OTASP Data Messages as defined in C.S0016.

4 22 July 2004 3 OTASP in Rel.D Systems Provisioning MEID-equipped mobile stations in release D systems is similar to the ESN, but MEID is used. During the attachment process between OTAF and MSC, the MEID is supplied to the OTAF. The MEID is used to determine the handset type and its capabilities. Once the handset is identified, the OTAF and MS exchange OTASP Data Messages as defined in C.S0016.

5 22 July 2004 4 OTASP for MEID-equipped MS in Pre-rel.D Systems Provisioning MEID-equipped mobile stations in pre-release D systems could be an issue. During the attachment process between OTAF and MSC, the P-ESN is supplied to the OTAF. The P-ESN doesn’t provide the manufacturer code and it may not be unique. Thus, the OTAF may not be able to identify the handset being provisioned.

6 22 July 2004 5 MEID Exchange in OTA Message Modify the Protocol Capability Request/Response Message so that the OTAF and MS can exchange the MEID in OTA layer. During the attachment process between OTAF and MSC, the P-ESN is supplied to the OTAF. Since the P-ESN is not unique, the OTAF may not able to identify the handset being provisioned. The OTAF sends the new Protocol Capability Request Message to request the MEID. Once the handset is identified, the OTAF and MS exchange OTASP Data Messages as defined in C.S0016.
