2 Update on strengthening the implementation and enforcement of EU environmental legislation according to the recommendations from the EC 2005 Report  New laws, Decisions of the Council of Ministers approved during 4 th quarterly 2005.  Law on Ratification Of Air Convention  Law “On the ratification of PRTR (Ratification of Protocol of Registers of Pollutants Transfers) protocol under Aarhus convention”.  Law “On the ratification of UNECE Convention on Long Range Transboundary Air Pollution (CLTRAP) (Geneva 1979).  Law “On EIA in the transboundary context”  Law “On Ratification of Protocol of Strategical Assessment”.  Law “On Environmental Protection from transboundary impacts”.

3 New laws, Decisions of the Council of Ministers approved during 4 th quarterly 2005.  Draftlaw “On the control of products and management of materials dealing mainly with the level of emissions by vehicles and the quality of fuel used ».  Draft-Law “On environmental management of hazardous wastes”  Draft law “On the ratification of 1-st and 2-nd amendments of the Espo’s Convention on EIA”.  DCM “On the approval of the list of equipments using ozone-depleting substances which importation is prohibited”, based on Directive 2002/3/EC.  DCM “On the approval of the Albanian Catalogue of Wastes”.  DCM “On liquid discharges rate”

4 Environmental Inspectorate activities, 2005  Environmental Inspectorate (2003) as part of the new MoE structure is:  Still limited, no. of officers in the Ministry is 4, while the number of officers in the Regional Environmental Agencies (REA) is 39, (1 inspector/80.000 people)  Under the professional and logistic capacities and still  Powerless to fully enforce the implementation of environmental legislation.  However, even if the number of inspections carried out (and the same for the penalties raised by it) is increased, in the majority of the cases are not collected.  The efficient mechanism for their collection is not found yet.

5 Environmental Inspectorate activities, 2005  Total number of activities with environmental impact 3800  Small and medium sized entreprises integrated in the country’s life ±3700  Total number of activities with environmental permit 2585  annually 2600 inspection visits  102 administrative fines  > 2 00 000 euro’s administrative fines  7.8% total of collected fines  56 total number of suspension activities.

6 Change in Inspectorate indicators  No of inspections according priorities/inspector.  No of penalties/inspector.  No of penalties collected/inspector.  No of permit activities compared with No of activities without permit.  No of activities in compliance with environmental legislation.  No of enterprises investing in environmental field/abatements etc.
