3 3 www.diabetes.org/advocacy 1-800-DIABETES 2015 Federal Government Affairs Highlights Increased federal funding for FY2016 diabetes research and prevention programs: Added $68 million for diabetes research at the National Institute of Health’s National Institute of Diabetes, Digestive and Kidney Diseases (NIDDK) Added $30 million at the Center for Disease Control’s Division of Diabetes Translation Doubled the budget for the National Diabetes Prevention Program to $20 million for FY2016

4 4 www.diabetes.org/advocacy 1-800-DIABETES 2015 Federal Government Affairs Highlights Renewed the Special Diabetes Programs (SDP) funding for two years Continued inclusion of diabetes among diseases eligible for the Department of Defense’s Congressionally Directed Medical Research Program Improved United States Preventive Services Task Force recommendations will: – identify millions more Americans with undiagnosed diabetes and prediabetes –make both testing for diabetes and behavior counseling interventions available at no charge to the patient through most insurance plans

5 5 www.diabetes.org/advocacy 1-800-DIABETES 2015 State Government Affairs Highlights 57 state legislative victories! 18 in the area of health insurance 10 to eliminate health disparities 8 involving primary prevention of diabetes 5 in the fight against discrimination 5 to increase state coordination of diabetes 2 to increase diabetes research In past 4 years: 15 states changed laws or policies to meet all our major Safe at School tenets -Arkansas, Hawaii, and Nevada in 2015.

Federal Funding for Diabetes Research & Programs CDC: Division of Diabetes Translation NIH: National Institute of Diabetes and Digestive and Kidney Diseases National Diabetes Prevention Program Special Diabetes Programs Seek innovative ways to increase overall federal funding dedicated to diabetes research and programs.

Health Insurance Ensure public and private health insurance options, including those under the Affordable Care Act, Medicare, Children’s Health Insurance Program, and Medicaid, provide affordable access to the services, medications, technology, and education necessary to meet the needs of people with diabetes and prediabetes. Advocate for improved delivery of care through system reforms that lead to high quality, affordable, effective, efficient, and collaborative care for people with diabetes.

Prevention Prevention of type 2 diabetes for individuals with prediabetes and in the general population, including efforts to reduce obesity and improve nutrition and physical activity. Promote regulatory pathway for discoveries that could prevent type 1 diabetes. Discrimination Ensure fair treatment of people with diabetes, focusing on employment. Health Disparities Specific initiatives to reduce the disparate impact of diabetes in minority communities.
