6 IODE The International Oceanographic Data and Information Exchange (IODE) was established by in 1961 Strives to enhance marine research, exploitation, and development through exchange of data and information between member states Supports a variety of programs including standards development, technology, data access, capacity building (education) Adheres to the IOC data policy – Free and open access to data and information 6

7 Ocean Data Portal Formally established in 2007 as a program under the IODE and supported by the Russian Federation Seeks to provide open and and seamless access to marine data collections in an enabling and globally distributed environment Facilitates discovery, evaluation, and access to data Provides benefits to both data providers and data users Focuses on standards, technology, people, and capacity planning – Not simply an IT system 7

11 Standards ODP adopts international standards where possible: Metadata Content (for discovery): ISO 19115 and Dublin Core Metadata Interchange: ISO 19139 XML Data Content: Tabular (e.g. CSV), GIS-friendly (e.g. Shapefile, Raster) Interoperability: OGC services (e.g. Catalogue, Web Map, and Feature Services) Data Access: OGC and Data Download Services 11

12 Technology The ODP provides two primary implementation options: Light Data Provider – Hosted on ODP Global or Regional infrastructure – Zero client install – Simplest path to contribute data Full Node Implementation (pre-configured Virtual Machines): – Modular design – Customizable client install – only enable the required services – Advanced path to provide data, portal, GIS services ODP actively develops specialized interoperability connections with other major data systems (e.g. WMO Information System) 12

13 People The ODP Partnership Centre was formally established in Sept. 2013 and is based in Obninsk, Russia 4 dedicated and 4 part-time personnel investment by the Russian Federation - a significant in-kind contribution to the IODE Provides: ODP development and technical support Hosting global infrastructure and light data providers Training and capacity building 13

14 Capacity Building ODP supports capacity building through: On-site and on-line training sessions (in partnership with OceanTeacher Academy and its facilities) Training for node and data provider implementers Expert training to foster ‘Train the Trainer’ within regions or domains of experts Collaboration with others through IODE OceanExpert and other social networking tools 14

16 The origin of the Ocean Data Portal Unified State System of Information on the World Ocean – ESIMO (Russia) Officially started in 1998 Data network launched in 2003 Received federal status in 2005 System will be concluded in this year 35 organizations around the country, 12 Ministries and agencies including Russian Academy of Science 16
